2.                   Salary: USD 660 (Negotiable based on past pay history and other relevant factors)

Job Function:  
The purpose of the Livelihood and Economic Strengthening Officer position is to plan and implement the Maternal Newborn Children Health and Nutrition plus livelihood projects in accordance with the principles, approaches and procedures of the organization. The position holder is responsible for pilot testing and documentation of potential promising practices/best practices that have a positive and lasting livelihood impact on the lives of the community. The Livelihood and Economic Strengthening officer also provides overall support, leadership, coordination, coaching and supervision to the community facilitators. S/he facilitates effective and positive learning environment within and across the teams, ensures effective and proactive liaison with the local government is established and maintained.


Responsibilities and Tasks


 


§  Makes thorough studies and assessments, and discussions with the community and identify the underlying causes of livelihood deterioration, food and nutrition insecurity in the project areas and identify solutions for addressing it together with the project staff, partners and local community based institutions.


§  Designs and develops work plans for field office operations in the livelihood and micro finance sectors in collaboration with Team Leaders (WTL) and other field office staffs;


§  Ensures that implementation of field programs proceeds according to approved plans and that immediate corrective actions are taken when required;


§  Supports VSLA members to properly utilize their internal savings to potentially profitable Income Generating Activities (IGAS);Ensures that project proposals and reports in the area of RMF service make explicit reference to approaches used to address unequal gender relations;


§  Document project outcomes and impacts particularly related to gender and provide information for publication, sharing lessons and learning when required;


§  Ensures that the community facilitators receive the needed technical and logistic support required, conduct performance appraisal as per the organizations policy and procedures.


§  Coordinates capacity assessment of community Nutrition task forces and other community institutions and prepare capacity building plans in line with the project objectives.


§  Facilitates community institutions capacity assessments and foster/negotiate mechanisms for their involvement in the project alongside government partners;


§  Oversees the scheduling and delivery of training to local Village Savings and Loan Associations to build local level capacity in micro finance and livelihood for development;


§  Ensures documentation of implementation processes, Lessons learned and Best Practices in economic strengthening and Livelihood program component, and design strategies for replication/scaling-up;




Qualification (Know How)


A)       EDUCATION/TRAINING


         B.A Degree in Agricultural Economics, economics, rural development, business, or other equivalent combination of education in related fields and work experience.


  B)       EXPERIENCE


·         Minimum of three (3) years of progressive responsibility relating to economic development within the holistic livelihoods security framework in rural areas, including experience with sustainable livelihoods or other people-centred approaches;


·         Experience with undertaking capacity building initiatives and partnership management;


·         Experience with undertaking operational research related activities;


·         Previous management experience.
