Ethiopia: Gender/Youth Advisor - Ethiopia


CARE seeks a Gender/Youth Advisor for a five-year, Food for Peace (FFP) Development Food Assistance Program (DFAP). This position will be based in Addis Ababa, Ethiopia, and will lead gender and youth analysis, mainstreaming, integration, and coordination throughout the life of the project.


The Advisor will refine strategies in a participatory process with DFAP consortium partners to ensure gender, women empowerment, and youth priorities are integrated into all technical sectors included under the project. S/he will oversee all gender and youth related aspects of the project, participate in all monitoring, evaluation and learning events, respond to identified issues and make timely adjustments to implementation strategies.


International allowances and relocation may be available.


Responsibilities:



  • Lead the development and implementation of gender, women empowerment, and youth engagement strategies for all sectors under the DFAP project.




  • Ensure gender and youth responsive project planning processes are implemented throughout the life of the project.




  • Establish relationships with partners and government to ensure that gender and youth issues can be shared.




  • Supervise formative research in implementation areas to identify key issues, social norms and barriers and to make recommendations on how to address gender and youth related concerns and challenges.




  • Manage coordination and partner engagement processes for gender and youth implementation.




  • Collaborate with the M&E team on gender/youth integration and analysis tools.




  • Develop training content and provide training and capacity building to internal staff as well as partner and government staff.




  • Disseminate learning and ensure all staff are updated on gender and youth issues.




  • Produces gender and youth related aspects of reporting for USAID for all regular and incidental reports.



Qualifications:



  • Master’s degree in a relevant technical discipline. In-depth understanding of gender, age, and other socio-cultural factors in the context of food security programming is required.




  • 7 years of experience working with in the context of gender-related and/or youth-serving programming. This includes gender equality, prevention of gender-based violence, women’s empowerment, and women’s education.




  • Demonstrated capacity to lead the collection, analysis, and utilization of information from a broad range of sources in order to ensure effective integration of gender and youth concerns.




  • Demonstrated capacity to foster commitment and build capacity among project staff and in-country actors to gender integration and empowerment.




  • Strong skills in planning and organization, partnership and collaboration.




  • Previous experience working in Ethiopia is required.




  • Advanced professional proficiency English is required.




  • Ability to travel within project areas as the security situation allows.
