Ethiopia: Deputy Chief of Party - Ethiopia


About:


The Mitchell Group is seeking a Deputy Chief of Party (DCOP) for the 5 year USAID/Ethiopia-funded TRANSFORM Monitoring, Evaluation, Learning and Adapting (MELA) Project. The goal of TRANSFORM/MELA is to provide and synthesize high-quality monitoring and evaluation data for USAID/Ethiopia, with the purpose of guiding the USG and GoE in adaptive learning and management of its reproductive, maternal, newborn and child health (RMNCH) portfolio. MELA will be implemented in parallel with the TRANSFORM activities in Water, Sanitation and Hygiene (WASH), Primary Health Care Unit (PHCU), Developing Regional States (DRS), and the Strengthening Ethiopia’s Urban Health Extension Program (SEUHP).


We are seeking someone who will work full-time over a 5 year period based in Addis Ababa, Ethiopia.


Additional MELA activities will include but are not limited to: external performance evaluation of select interventions, high-level monitoring of broader EPCMD result areas, geospatial analyses, and learning forums. Utilizing and strengthening M&E capacity of local Ethiopian systems will also be a major component of TRANSFORM/MELA. It is anticipated that learning generated from this contract will provide strategic information for programmatic decision-making throughout the life of TRANSFORM, and help determine necessary realignments of resources for greatest public health impact.


Responsibilities:


The Deputy Chief of Party will provide support to the Chief of Party (COP) in managing all monitoring and evaluation technical work conducted throughout the life of the activity. Ensures smooth operations including financial management oversight, planning, and monitoring. He/She will oversees sub-contracting organizations adhere to terms of subcontracts and oversees all administrative, procurement, logistics, travel, and protocol systems. He/She will also develop and monitor internal systems and procedures ensuring efficient and proper use of resources. Serves as the Acting COP in the absence of the COP.


Responsibilities include day to day project implementation, including management of all financial and administrative aspects of the project, including procurement, grants, sub-contracts, accounting, IT, logistics, human resources, transportation and administration;


· Supervise a team of expatriate and local finance, grants, procurement and administrative professionals; provide capacity building and mentoring when necessary;


· Assist with quarterly and annual reporting for the entire team;


· Support the Chief of Party in budget planning and monitoring;


· Maintain timely and accurate financial information;


· Work closely with sub-contracting organizations;


· Oversee all administrative, procurement, logistics, travel, and protocol systems;


· Develop and monitor internal systems and procedures ensuring efficient and proper use of resources; and


· Serve as the Acting Chief of Party in the absence of the COP.


Requirements:


The Deputy Chief of Party must have the following qualifications and experience:


· Graduate degree or higher in management, organizational development, international development/health, financial management, or a related field;


· At least ten (10) years of experience in public or private sector management, administration, planning and/or international development, or a related field;


· At least eight (8) years of supervisory and organizational management experience in a multi-cultural setting;


· Demonstrated experience successfully managing multi-faceted activities of similar size and scope;


· Experience working in Africa desirable; and


· Knowledge of local Ethiopian systems highly preferred.
