Project/Proposal Summary:
MSI is currently seeking an M&E officer to guide and implement performance measurement systems for the USAID/Addis Mission. The project will be a nation-wide activity supporting USAID’s ability to monitor and evaluate program activities in economic growth, education, food security, health and democracy and governance.
Position Summary:
The Senior M&E Officer will be a senior-level position reporting directly to the Program Manager. The position will be responsible for designing and leading all monitoring and evaluation activities on the project. The position duties include leading the methodology and technical direction for all performance measurement and evaluation activities for all program activities Ethiopia, including setting up processes and developing evaluation schedules and protocols. The Senior M&E Officer will oversee a small M&E staff and work closely with the project Program Manager to present all project results to USAID Ethiopia. She/he will lead the development of the Development Assistance PMPs and Evaluation Processes within the Mission and with project implementing partners. She/he will be responsible for ensuring that PMP and Monitoring and Evaluation protocols developed for the Mission and implementing partners are of high quality and follow guidance set forth in the ADS and USAID’s Evaluation Policy. The assignment period will be July 2011 through July 2013 at a full-time level of effort.

Responsibilities:
• Report directly to the project Program Manager to ensure that the project is carried out fully in terms of data collection, definitions, and reporting;
• Develop evaluation protocols for the Mission, including reviewing evaluation SOWs and evaluation reports and setting up a process for review teams to follow in order to critique and improve them.
• Work closely with the Ethiopian implementing partners, to support their data tracking and reporting capacity
• Work closely with the Program Manager to develop PMPs for the Mission’s Technical Teams and brief the implementing partners on indicators and data collection and reporting process;
• Work closely with IT/Database Manager to conduct analysis of data pulled from the performance measurement tracking database;
• Conduct Data Quality Assessments of existing indicators and develop a DQA plan, checklist and schedule for the Mission to use.
• Lead the design and implementation of PMP and Evaluation training activities.
Qualifications:
• Demonstrated experience working in the field of monitoring and evaluation
• Experience in tracking and reporting performance results for USG funded projects
• Experience conducting or designing trainings on monitoring and evaluation
• Experience designing USAID PMPs, M&E tracking tools and instruments
• Experience working with database systems
• Experience designing evaluation methodology and implementing evaluations including field site visits
• Familiarity with both quantitative and qualitative data analysis and report writing
• Fluency in English
• Excellent English-writing skills.
• PhD or MA in a Social Science preferred.
