Field Coordinator

FIELD COORDINATOR For its mission in Ethiopia

Context of the region: The Somali Regional State is one of the nine regional states of the Federal Democratic Republic of Ethiopia, and accounts for a third of the country's surface for only 5% of its population. Inhabitants of this region are of Somali ethnic group and follow a pastoralists or semi-pastoralists way of life, in an arid environment. The society is based on a complex clan structure similar to the one found in the neighbouring Somalia. Large part of this community is opposed to the federal government, and several armed groups are active since the 70's, leading to a tense security context. The evolution of the context in the neighbouring Somalia has also consequences in the region. In 2007/2008 the government and army have imposed a severe military crackdown on the region, leading to a severe deterioration of the humanitarian situation, especially in terms of access to food and health care for the population. Humanitarian access to population that had been almost totally blocked seems to be improving since beginning of 2009 as the massive military operation is over, but the drought, lack of food, and movement blockade remain very serious concerns. From September 2008 to April 2010 MDM did not succeed to have any access to the health post villages, as a result MDM has focused all its activities in Kebri Dehar town.

Objectives of the programme: The general objective of the programme is to improve the health status of the Korahe Zone population through increased access to quality health services at both primary and secondary levels. Assessments have shown a very poor health services' offer, and the region is regularly affected by draughts. The first year phase aimed at strengthening Primary Health Care in 6, and then 8 Health Posts of Kebri Dehar District, 5 in Shilabo district, strengthening the activities of Kebri Dehar referral hospital with a special focus on obstetrical activities, and implementing an Early Warning System concerning epidemics and malnutrition in the zone. The second phase that has started in July 2008 carries on with the activities of the first phase and should include 6 new Health Posts from Kebri Dehar district. The support to the hospital, especially to the obstetric and surgery wards, has been reinforced, by hiring some medical staffs to conduct activities in close cooperation with the hospital. Due to the movement restrictions in September 2008 MDM has been focusing all its activities on the Hospital. In April 2010 MDM regains access to the periphery and carries out a field assessment in 6 health posts of Kebri Dehar district. The present programme reinforces the activities in Kebri Dehar hospital and preventive and primary health care services are strengthened at the peripheral health post level (6 health posts on periphery and 3 healt posts in town)

Tasks and responsibilities :

Mission: To supervise and co-ordinate all the activities on Kebri Dehar base in the respect of people and goods’ safety, in order to guarantee the programs’ pertinence and their suitability to the contract’s objectives, under the supervision of the General Coordinator.

More specifically, the field coordinator is in charge of:

- the security
- the management of the team
- the Supervision of the project’s implementation and the support to medical and logistics teams
- the Administrative management of the personnel
- the Accounting, budgetary and financial management
- the Budgetary construction and budget follow-up
- the Relations with partners
- the Relations with autorities
- the Relations with donors
- the Relations with the head office
- the Relations with Medias

Languages : English: fluent

Skills and experience:

- Experience in an international NGO in the field of finance, administration and security management
- Strong communication skills
- Drafting and reporting skill, abililty to write concise and well presented reports in a timely manner
