Technical Assistance Project – Ethiopian Health Insurance Agency (EHIA) and role requirements

In late 2021 m4h has been contracted by the European Union to support the EHIA in the development of a Health Insurance Information System platform with the overall objective to improve access to health care service and reduce inequity among citizens through implementation of efficient and sustainable health insurance system. To ensure compliance with EU financial and administrative regulations in relation to service contracts we are seeking an experienced Project Accounting Officer. The post-holder is to be based in Addis Ababa, Ethiopia to support the project implementation locally.

The applicant should be familiar with Ethiopian accounting practices and have the experience and ability to manage the financial and accounting processes independently.

Scope of Work:

• Developing detailed project budget and financial expenditure plan (forecast) by working closely with the Team Leader and Project Manager


• Maintaining income and expenditure records for the project


• Managing general ledgers, journal entries, and account reconciliations


• Analyzing project expenses and providing commentary to the Team Leader and Project Manager


• Looking after project records and contracts to ensure EU fee-based contract terms are adhered to


• Reviewing current processes for management accounts preparation and streamlining across business


• Supports the preparation of regular financial reports and Expenditure Verification

Qualifications and requirements:

• Bachelors degree in accountancy


• Certificate in Chartered Certified Accountant (FCCA), Certified Public Accountant (CPA) or Certified Management Accountant (CMA)


• Ability to prepare project budgets, financial forecasts, and tax reports


• Experience in project invoicing and billing, preferably in relation to EU service contracts


• 5 years’ work experience in Financing Accountancy, Financial Management


• Strong technical skills in accounting, costing of services


• Fluency in English

Other Skills:

• Work experience in African / East Africa


• Advanced Excel/systems skills, proficiency in electronic accounting systems
