Ethiopia - Consultant for proposal writing



COOPI is looking for a Consultant for a project proposal writing in Ethiopia



COOPI started its operations in Ethiopia in 1995. COOPI has been taking action to improve food security among the most vulnerable groups, through the integration and diversification of livelihoods and the increase of production capacity. It has also facilitated access to clean water and has promoted efficient irrigation systems. Thanks to its projects, COOPI has improved sanitation in homes, schools and health centres and has disseminated good hygiene practices.



In Ethiopia COOPI is planning to expand its activities related to the sectors WASH, Shelter& Settlements and Emergency Preparedness under the Humanitarian Implementation Plan 2022 (HIP 2022), launched by ECHO. The project proposal is aimed at providing humanitarian assistance by improving access to safe water, sanitation and hygiene as well as dignified shelter solutions to Internally Displaced Persons (IDPs) and hosting communities located in Guji Zone (Oromia), Zones 1-2-4 (Afar) and North Shewa (Ahmara) resulted from local tensions and the spillovers of the conflict in the Northen area of the Country respectively. The proposal will include strong measures aimed at mainstreaming protection. The main objectives, results and activities of the proposal will be pre-identified through the findings of a needs assessment to be carried out by December 2021 The date of submission to the donor is planned for the 23/01/2022. The donor deadline is 25/1/2022.

Responsabilities



The consultancy is required to support the preparation of the project proposal (including essential annexes) under HIP 2022 in collaboration with the team of COOPI in Ethiopia.



Main tasks



  • Coordinate with the team of COOPI in Ethiopia for the definition of the timeline for the preparation of the proposal;

  • Revision of secondary sources for the context analysis;

  • Design of the technical/narrative proposal clearly responding to the needs and humanitarian gaps identified related to COOPI’s sectors of intervention and aligned to the priorities of ECHO in the HIP 2022;

  • Ensure coherence between the technical/narrative proposal and the budget;

  • Fill the off-line version of Single Form in all its parts;

  • Ensure the production of relevant annexes meeting quality criteria.

Outputs



  • Timeline of the proposal development;

  • Full Narrative Proposal;

  • Budget revised ensuring coherence with the Narrative;

  • Annexes.

Requirements



  • Strong knowledge of the humanitarian system and emergency response intervention;

  • Strong familiarity with the use of Single Form;

  • Familiarity with the guidelines and policies of ECHO;

  • Experience in at least one of COOPI’s sectors of intervention (WASH, Shelter & Settlement, EP);

  • Strong knowledge of Humanitarian Technical Standards (SPHERE)/ Core Humanitarian Standard on Quality and Accountability;

  • Strong ability in analysing complex contexts characterized by the presence of conflict;

  • Fluency in written and spoken English is required;

  • Knowledge of the Country and COOPI will be an asset.
