Job Description



Background and Project Purpose


Solutions for African Food Enterprises (SAFE) is a TechnoServe (TNS) program in partnership with USAID and Partners in Food Solutions, with the aim of increasing the competitiveness of the African food processing sector and expanding availability of affordable and nutritious foods. Partners in Food Solutions (PFS) is a non-profit organization formed by General Mills to link the technical and business expertise of volunteer employees from General Mills, Cargill, Royal Dutch DSM and Bühler. This program provides knowledge and technology transfer to build the capacity of African food processors, improving availability of nutritious foods and creating market opportunities for small holder farmers.


SAFE-ET is working with specific companies/farmer cooperatives in Ethiopia to improve their systems and competitiveness through developing and automating their financial procedures. These companies are engaged in dairy products processing and are located in Hawassa and Sululta areas.


SAFE-ET program is recruiting for a consultant who has good knowledge and experience in developing automated financial procedures and Peachtree accounting system. The consultant will be expected to work with two companies/cooperatives to develop manual financial procedures based on their current cost centers so as to ensure they


·         Adhere to strict internal controls procedures,


·         Have a plan of operations defining/allocating responsibilities and identifying lines of reporting for all aspects of the operations,


·         Have proper control for assets custody,


·         Have procedures and security measures designed to ensure access to assets is limited to authorized personnel as well as authorization and approval of transactions by appropriate responsible person


·         Check and ensure that all transactions are accurately processed (such controls include checking the arithmetic accuracy of the records, the maintenance and checking of totals, reconciliation, control accounts and trial balances and accounting documents).


Develop the procedures manual and training is given to the concerned staff to ensure the companies/cooperatives implement the system using Peachtree accounting system.


Deliverables


1.      Develop a Financial Procedure for each company/cooperative


2.      Provide training for the staff of the companies/cooperatives for two days to understand the developed financial procedures and how to use on the automated system


3.      Help and follow up posting of financial transactions for each business unit


4.      Generate provisional financial statements using Peachtree Accounting software (expected provisional statements are profit and loss statement for each business unit, consolidated profit & loss statement and consolidated Balance Sheet).


5.      Follow up the process after completion of deliverables to make sure that the companies/cooperatives can close accounts by themselves.




Job Requirements


The following requirements are mandatory in order to be eligible for the contract award:


Ø  Expert (s) with advanced university degree (BA and MA) in related fields of the trainings.


Ø  Minimum of five years’ experience in offering related services.


Ø  Proven track record of similar assignments and demonstrated experience in similar projects through concrete project examples.


Length of work


Ø  The task will take a total of two months for the two companies/cooperatives including preparation of training material and giving training for the staffs of the companies.


 


Responsibilities and Tasks


1) Study and document the existing accounting system


2) Classify assets, liabilities, expenses and revenue items related to the organization


3) Develop a chart of accounts


4) Code the accounts


5) Develop manuals and procedures to handle various transactions related to the organization


Eligible bidders


As part of their Technical Proposals, bidders are required to attach as annexes copies of their:


a)     Renewed Trade License for 2008 (Ethiopian Calendar)


b)     TIN certificate


c)      Other qualification documents for Consultant  engagements


d)     Evidence of working relationship and quality assurance with accredit consultant firm will be a plus.


e)     Curriculum vitae of professional staff member


Location of assignment and Application Requirements


Ø  The task will be conducted in Hawassa and Sululta. Note that transportation for both places will be covered by TechnoServe Ethiopia.


Ø  Interested applicants should submit separate financial and technical proposals detailing how they intend to go about the assignment, previous experience, CV’s of the specific consultants to undertake the assignment and the related financial proposal.
