Position: Monitoring & Evaluation Technical Officer
Duty station: Addis Ababa, with frequent travel to field offices
Employment Duration Indefinite period

Reports to: Programme Quality Assurance Coordinator
Job purpose:
To strengthen Concern Ethiopia’s existing M&E system and learning and sharing system; to provide technical support for projects and programs in designing, implementation, monitoring and evaluation of programmes and to undertake documentation using appropriate database system.
MAIN DUTIES & RESPONSIBILITIES:
Project design;
- Contribute to new proposal development by developing log frame, M&E plan and DIP for development programs
- Contribute to new proposal development by developing log frame, M&E plan and DIP for emergency programs
- Provide technical support for development and emergency programs and projects on program/project design/proposal development on log frame, M&E plan and DIP development processes
- Take part in contextual analysis and different assessments
Monitoring & Evaluation;
- Review /update/develop different M&E data collection tools and templates & reporting formats
- Revise quarter monitoring tools and develop effective monitoring tools to enhance monitoring
- Review/prepare TORs for baseline , MTR, end line and final evaluation
- Undertake different assessments and surveys (baseline, end line, MTR final evaluation, EW, case studies in collaboration with responsible stakeholders
- Review concern programs, monthly reports and provide timely feedbacks,
- Organize/facilitate quarterly based monitoring review sessions both for concern and partners programs
- Collect/review consolidate and share quarter review reports
- Closely follow the implementation of the recommendations from quarter reviews and help programs and projects to develop action plan to implement recommendations
Promote documentation and organizational learning;
- Organize/facilitate annual learning review sessions
- Prepare a summary of annual learning review reports and disseminate to relevant department and partners
- Extract collect and document case stories, lessons learnt and best practices! experiences
- Develop case studies and successful practices that can be shared with other internal & external stakeholders
- Initiate case studies / action research in collaboration with area coordinators and project managers
- Undertake documentation using appropriate data base system for programs and projects to substantiate changes
- Organize documents in hard and soft copies at head office level and Support FOs to do the same
- Perform other duties appropriate to the position assigned by program quality assurance coordinator/ ACD programs and or Senior Management
Capacity Building
- Undertake program staff knowledge, skill and practice assessment ,identify gaps and develop capacity building intervention programmes on design , M&E and learning and knowledge management in collaboration with Programme Quality Assurance Coordinator
Networking;
- Play active role in forums, task forces, core group meetings and consortia related to M&E
- Perform other duties appropriate to the position and/or assigned by program quality coordinator.
Qualification and Experience
Essential;
- Masters or Bachelors degree in Economics, Agricultural Economics, Statistics, Development Economics or related fields of study with min. 5 years or 8 year relevant experience respectively.
- Min 4 years NGO Experience
- Computer Literate in Microsoft Word, Excel and Power-point, etc.
- Report writing ability
- Good management and communication skills
- Experience in using statistical software like SPSS, Digital Data gathering (DDG)
- Experience on documentation and database management
Desirable;
- Profound experience in monitoring, evaluation and learning and knowledge management, preferably in NGOs
- Strong professional initiative, self-confidence, oral communication and interpersonal skills
- Fluent spoken & written English and Strong writing skill
- Flexible, reliable, culturally sensitive and with the ability to work in teams/isolated situation and stressful environments and under pressure meeting deadlines.
Salary: As per the organization scale
