Position: Transport & Logistics Officer
Duty station South Program Area, Wolayita Soddo, with frequent travel to fields
Employment Duration: Indefinite Period

Reports to: Area Coordinator
Job purpose:
To provide effective and efficient procurement, transport, warehousing and asset management support to South Program Coordination Office complying with Concern worldwide policy, manuals and procedures.
MAIN DUITES & RESPONSABILITES
Transport (fleet management);
- Ensure Concern worldwide transport policy and operation standards are respected in day-to-day activities.
- Ensure all authorized vehicles operators or vehicles users are using the resources according to Concern transport rules and procedures and ensure organizational resources are effectively utilized for Concern interest only.
- Evaluate and analyses each vehicle’s fuel consumption and check the consumption rate comply with the standard consumption rate.
- Establish smooth relationship with external suppliers (maintenance service providers and spare part suppliers) in order to get efficient and effective service.
- Ensure Concern vehicles are serviced periodically as per Concern’s and manufacturer vehicle maintenance standards
- Prepare periodical service or maintenance schedule for each vehicles and ensure vehicle are serviced/repaired in due time.
- Ensure fast moving or services spare parts are purchased from the right sources and stocked in all time.
- Conduct regular fleet allocation need analysis/inventory to ensure the program has the right fleet size & composition.
- Ensure and implement health and safety procedures/standards for all owned and rented vehicles.
- Review and appraise the payment request of the Garage to ensure that the request is as per the service agreement.
- Ensure all office vehicles are annually inspected & certified by RTA (Road transport authority.
- Ensure accident claim/reports are complying with Insurance claim procedures/ standards
- Prepare monthly and quarterly consolidated fleet report which includes the 6 KPIs (Km, fuel consumption, maintenance, utilization, availability and accident/incident
Logistics: Procurement, Warehouse and Asset Management;
- Ensure program procurement, warehousing and asset management functions are complying with the Concern worldwide Logistics manual and procedures as well as donors minimum requirements
- Liaise with program team and ensure supply chain planning (procurement plan) is included with the program proposals and ensure procurements are performed accordingly.
- Ensure framework supply & service agreements are signed for the purpose of quality and smooth program implementation.
- Ensure all purchase files are maintained as per Concern Worldwide —Ethiopia Finance, Procurement and Store guideline.
- Update regularly SRTS (Supplies request tracking sheet) and liaised with HO Logistics unit for program’s SR progress.
- Organize procurement committee and make sure the committee members are familiar with Concern Worldwide — Ethiopia procurement guideline.
- Review procurement plans regularly and conduct consolidated purchase as to avoid splitting purchase and to save time and money.
- Coordinate suppliers’ prequalification process together with the procurement committee following the set guidelines and ensure the supplier list is regularly updated.
- Ensure regular market survey is conducted for the price and goods as to ensure Concern is continually getting value for money from the pre-qualified suppliers.
- Manage Concern’s relationship with all vendors/suppliers including prompt payment of invoices.
- Ensure good inventory/warehouse management systems are in place and ensure Concern’s and donors Warehouse/inventory management standards/ policies comply with the manual and procedures.
- Ensure all fixed assets are registered and tagged as per Concern Ethiopia and Donors asset management guideline.
- Prepare monthly and quarterly consolidated logistics reports (Procurement, stock reconciliation and fixed asset)
Financial Planning and Management
- Contribute and take responsibility for the preparation of Transport & Logistics unit budget.
- Regularly review the management account, monitor and check the proper utilization of the allocated budget and give proper feedback on timely manner.
- Ensure all goods and services are procured as per Concern procurement manual and procedures through a contract agreement and delivered on time and settled timely;
Human Resources Management;
- Participate in the recruitment process of drivers and storekeeper.
- Review performance of staff under his supervision as per the Performance and Development Review (PDR) and undertakes periodic assessments; identify underperformance and address accordingly through training and staff development interventions.
Reporting;
- Produce monthly transport/fleet report which consists: Maintenance cost, fuel consumption, availability, utilization, KM analysis, personal mileage, accident/incident and need satisfaction and submit to relevant unit in a timely manner.
- Provide brief periodical Transport& Logistics reports to the Line Manager & head office transport & logistics Manager
Emergency
- Contribute to the emergency intervention of Concern which may result in interruption to normal work plans
Qualification and Experience
Essential;
- BA degree or college diploma in Business Administration, Supply Chain Management, Purchasing or other related fields of studies with minimum 5 or 8 years’ experience respectively; with relevant experience in the area of transport, logistics and procurement activities
- Diploma in auto mechanics is an advantage
- 3rd grade or above driving license
- Minimum of 2 (two) years’ NGO experience
Desirable
- Strong professional initiative, self-confidence, oral communication and interpersonal skills
- Computer Literate in Microsoft Word, Excel and Power-point, etc. Fluent spoken & written English
- The ability to work in teams/ isolated situation and stressful environments and under pressure meeting deadlines.
- Initiative and be able to work with minimal supervision
Salary: As per the organization scale
