Context
Due to a variety of factors, including political instability, human rights violation, poverty and lack of opportunities, East Africa is one of the hot spots of major population movements within and out of the continent. Migration in the Horn of Africa is a complex phenomenon as countries are not only countries of origin for large-scale migratory flows but, at the same time, also transit and destination of various groups of migrants. A main challenge posed to the management of irregular migration in East Africa, is the mixed, composite character of its migration flows. To properly address and manage this challenge, governments in the region need assistance to strengthen their capacities to provide complementary actions to security responses and deliver the appropriate services responding to the migrants’ needs.
From January 2016, Expertise France will implement a three-year EU-funded project. The project aims to support the Eastern African countries to address mixed migration flows. The project seeks to promote an integrated approach and to develop a comprehensive response to mixed migration challenges.
It consists of three main components:
- First, the project focus on the strengthening or setting-up of safe and rights-respectful migrants’ centers. Considering their strategic location, Djibouti, Sudan, Somaliland and Puntland have been selected appropriate locations to intervene.
- The second component is dedicated to fight against organised crime networks active in migrant smuggling and human trafficking along the migration routes. The capacities of the partner countries will be reinforced through the provision of technical assistance. Trainings and peer-to-peer exchanges with European public experts will pave the way towards a reinforcement of state authorities’ capacities in the field, leading to appropriate measures on the ground.
- The third component aims at supporting innovative actions to promote social cohesion and create livelihoods opportunities for displaced populations and host communities, if possible in South Sudan.
Job description
S/he will notably perform the following duties:
• Ensure proper implementation of the project activities;
• Develop effective partnerships;
• Supervise and coordinate the activities implemented by the partners;
• Monitor and ensure that budgets and work plans are implemented as planned;
• Develop and maintain positive working relationships with governmental authorities, partners and other stakeholders;
• Maintain regular liaison with Expertise France Headquarters;
• Prepare regular progress reports to be submitted to donors and Headquarters;
• Participate in relevant meetings to ensure proper coordination and presentation of project activities;
• Ensure effective project governance;
• Undertake frequent duty travel to ensure proper implementation, coordination and monitoring;
• Facilitates linkages to other relevant initiatives;
• Contribute to the design and development of new activities;
• Perform other duties as assigned.
Required Profile
Qualifications and skills:
• Advanced University degree in Political or Social Science, International Relations or Law, International development and cooperation;
• Proficiency in MS Office (Word, Excel, Outlook, PowerPoint, etc.);
• Understanding of the complex social-political environment of the Horn of Africa and Yemen;
• Knowledge and interest in the regional mixed migration dynamic in the Horn of Africa and Yemen;
• Good knowledge of the EU’s migration policies;
• Ability to work independently and in a small team;
• Flexible and adaptable to changing environments and volatile security settings;
• Highly motivated, result-oriented and self-starter professional possessing excellent communication and leadership skills;
• Fluency in English is mandatory (oral and written).The command of other local languages is a strong asset.
Professional experience
• A minimum of eight years of experience in the field of migrations including a significant work experience in mixed migration, human trafficking and smuggling of migrants;
• Good general knowledge and understanding of anti-trafficking legislation and policies;
• Working experience on trafficking in human beings, focusing on addressing the issue from its organised crime angle;
• Extensive experience in project design, management and implementation, donor and partners liaison;
• Experience of managing EU funded projects and working with EU institutions;
• Relevant experience in regional project coordination;
• Proven experience in developing and implementing regional capacity building and training activities;
• Strong background in technical assistance to government agencies and institutional capacity building in developing countries;
• Proven work experience in the region;
