Job Description
In his/her geographic area of operation the Programme Officer II will be responsible for planning, organizing, coordinating and supporting a) members of the BlueStar Healthcare Network, b) Public Sector Facilities which have been designated to MSIE for institutional support (PSF Programme), c) companies that have signed an MOU under the Fit for Work (FFW) initiative as well as d) teaching institutions that are supported under the Fit for Learning (FFL) programme. Working with and reporting to the Field Manager, she/he will be tasked with completing the facility audit tool, select health facilities to be enrolled into the BlueStar Healthcare Network of the PFS programme based on set criteria; monitor progress of new newly trained providers and develop mechanisms to support their activities; compile performance reports of project implementation in both PFS and BlueStar members; participate in integrated marketing and communication activities.
Specific Responsibilities

- Plan and effectively implements mapping out new private clinics into social franchising network, fit for work (FFW), fit for learning (FFL) and support them in the implementation of activities as lined out in the respective Memorandum of Understanding between the employer and MSIE. Also collect and properly document pertinent base line data about Blue Star members, FFW, FFL and PSFS located in the targeted catchment operational areas;
- Ensure that the Social Franchising Programme is implemented according to the MSI operational modalities and standards as well as approved donor agreements, project document signed with the regional government
- Support and actively participates in the demand generation activities to create strong brand image building to the services of BlueStar clinics;
- Ensure that all partnering health facilities maintain adequate stock of contraceptive commodities, and track the utilization trends using monthly stock count activities;
- Take the lead in organizing and facilitating at least quarterly meeting for BlueStar health networked private clinics to create strong network and collaboration in the targeted area;
- Work closely with other team members of the respective Field Office, local partners and other key stakeholders to enhance and strengthen the BlueStar Healthcare network;
- Initiates, plans, follows up and directly participates in the effective implementation of trainings for the network member clinics;
- Conduct monthly supportive supervision and quality audit to the BlueStar member clinics and supported public sector facilities;
- Oversee the Programmatic activities of Programme Officer I, in specific areas of FFW, FFL and qualitative supervision and report to the Field Manager on any operational changes and/improvements needed.
- Produce monthly, quarterly and annual reports and submit to immediate supervisor. ;
- Collect timely monthly reports from networked private clinics and government health facilities as well as FFW and FFL partnering institutions and submit in a consolidated form to the Field Manager;
- Ensure the proper branding of equipment, clinics, documents, events, in line with MSI’s Standard Operating Practices for private social franchise partners;
- Ensures the availability of recording, reporting and referral formats, guidelines, manuals and job aids to be used by the clinics in adequate quantity and trucks referral linkages of service utilization;
- Maintains proper documentation of the program’s operation in his/her area of operation;
- Renders support to the clinics in proper recording, documenting and for timely dispatch of reports;
- Takes the initiative to follow up the return of all branded items and unused materials and supplies provided by the project in case of the clinic’s service discontinuation or interruption.
- Undertakes all other activities assigned to him/her by his/her line manager;

1 Required Qualification
- B.Sc Degree in Public Health, Nursing or related field or
- BA degree in any relevant social science field with Diploma in nursing.
2 Experiences
- A minimum of 6 Years relevant experience in planning, monitoring, supervision, and provision of technical support in the area of FP/RH, social marketing, social franchising or business development etc…
