PCF is a legally registered organization in Ethiopia as ‘Foreign Charity’ with Registration No. 0738, and has been operational since 1984. It supports the implementation of pre-primary and primary education projects in several regions of the country in cooperation with local operational partners.
PCF Ethiopia is currently seeking to recruit a Program Officer and Finance & Administration Officer
1. Position: Program Officer
Reports to – Country Representative of PCF Ethiopia
Duty Station – Addis Ababa with 65% travel to field
Duties and Responsibilities:
- Carry out comprehensive analysis of the education sector developments and advise on strategy and approaches;
- Actively participate and guide on the identification of problems, design and preparation of new project proposals by Operational Partners in accordance with PCF strategic plan and Project Cycle Management guidelines encouraging sustainable development in the education sector;
- Assist design and implement the program mainstreamed with cross-cutting and child safeguarding issues;
- Coordinate and provide technical assistance to develop action plans, implement successfully according to the set standards with appropriate approaches and quality delivery of PCF-supported education projects in collaboration with local operational partners;
- Conduct assessment/surveys, collect and document relevant information about end- users in collaboration with the responsible stakeholders;
- Conduct and facilitate trainings to build capacity of operational partners and end- users;
- Prepare training manuals, brochures and documentation of best practices;
- Develop appropriate project monitoring and evaluation plans, ensure timely implementation of M & E activities in collaboration with operational partners and stakeholders, and provide feedback to the staff of the respective operational partners.
Qualification and Experiences
- MA in Education or related fields with a minimum of five years of experiences in project management across a range of project types in education and children safeguarding; A first level university degree with a relevant combination of academic qualifications and 7 years of experience may be accepted;
- Extensive knowledge of Ethiopia’s education system, policies and strategies;
- Proven track record of coordinating complex projects involving different stakeholders;
- Demonstrated sound understanding of project development and management principles with practical experiences in participatory methodologies, result-based management, and project design, implementation, and monitoring and evaluation activities;
- Results-oriented team player with very good analytical thinking skills and problem- solving attitude;
- Excellent written and oral communication skills in English and Amharic languages.
Reports to – Country Representative of PCF Ethiopia

Duties and Responsibilities;
Financial Management:
- Ensure that the human, financial and material resources utilizations of the partner projects are in compliance with PCF, and government requirements and regulations;
- Provide training, instructions and assistance to operational partners;
- Manage the organization’s financial a-counting, monitoring and reporting systems and deliver timely reports;
- Manage contracts and facilitates external auditing.
Office Management
- Timely payment of office rent, utilities, government taxes and other liabilities;
- Ensure overall office equipments & systems are available and operating effectively;
- Administer and follow up staff contracts and benefits;
- Liaison with partners for logistical and administrative supports
Qualification and Experience:
- Advanced university degree in Accounting, Finance, Business Administration, or related fields. A first level university degree with a relevant combination of academic qualifications and experience may be accepted;
- A minimum of five years professional work experience in the NGO sector is a requirement with proven ability to analyze financial data and prepare financial reports;
- Strong finance and office administration skills:
- Excellent social and interpersonal communication skills and team spirit;
- computer literate and good experience in MS-Office package as well as computer based financial and accounting systems and budgeting, mainly Peachtree;
- Sound knowledge of laws & regulations of ChSA, tax and labour laws.
Terms of Employment: annual contract, renewable based on performance;

Prior experience of working in the NGO sector is a requirement;
Required skills: self-driving, and/above 3rd grade driving licence is an advantage;
Required additional skills: Microsoft Office computer package; Language requirement: Fluency in Amharic and English is mandatory and knowledge of another local language/s is an advantage.
