Head of Programs


Amref Health Africa (formerly known as African Medical Research Foundation) is the premier African-led international health development organization headquartered in Nairobi, Kenya. Founded in 1957 as the Flying Doctors of East Africa to bring critical health services to remote communities, Amref Health Africa in the intervening years has broadened its mission to include training of some 500 thousand community health workers and managing the design and implementation of health development projects in more than 30 countries across Africa. With a focus on women and children, Amref Health Africa strives to overcome the most critical health challenges facing the continent: maternal and child health, HIV & TB, malaria, clean water and sanitation and surgical and clinical outreach. Amref Health Africa has offices in Kenya, Ethiopia, South Africa, South Sudan, Senegal, Tanzania and Uganda as well as in Europe and North America employing over 1000 people.


Although Amref Health Africa has been formally registered in Ethiopia in 1998, a full-fledged country program was started in 2002. Since then, the country program has grown from one project in Addis Ababa to over 20 projects in five regions (Addis Ababa, Afar, North Shewa, Oromiya and Southern Nation, Nationalities and People Region). It is working in health development with the motto of lasting health change in Africa.


Amref Health Africa is currently looking for exceptional candidates for its Country Office vacant position of Head of Programmes. The successful candidates will have skills and experiences that meet the following requirements:


JOB SUMMARY:


Under the direct supervision and guidance of the Country Director, the Head of Programmes is responsible for the overall country program leadership, planning, development and management and maintains partnership with all relevant stakeholders by representing the country program.


The job demands strong technical leadership, while deputizing the Country Director on programmatic aspects.


 KEY AREAS OF ACCOUNTABILITY:


Programme development management and implementation


·         Operationalize ‘niche’ areas in health and development programming


·         Lead in the development of the Country programme technical portfolio.


·         Develop and ensure the implementation of Amref Country’s programme in line with corporate strategy and business plans


·         Provide technical leadership in the overall development and management of country programme, planning, monitoring and reporting.


·         Supporting supervision to the country programme staff


·         Head of Programmes and deputizing the Country Director


Resource Management


·         Oversee and manage program staff performance and development.


·         Lead, monitoring and oversee programme budget


·         Actively involve in Staff Capacity Building as needed


Partnerships and networking


·         Liaise and network with relevant Amref partners and collaborators to improve Amref in Ethiopia’s wish goals such as visibility, growth and competence and coordination of activities


·         Advocate and represent the country office at the highest level on matters of health development in Country as delegated by the Country Director


Quality Assurance


·         Lead and review all programme reports, assessing quality of the programmes and ensuring compliance with relevant regulations


Research and Documentation


·         Guide and provide oversight for research and documentation in programmes


·         Responsible for delivery of all programme reports




REQUIRED QUALIFICATIONS    


Education and knowledge


·         MD plus Post-graduate qualification in Public Health or related field.


·         MPH and solid and strong experience in large health program design and management


Experience


§  Minimum of 10 years service of which 5 years in program  management and  at least 3 years at a senior level


§  Experience in managing community health development programmes


§  Experience in operations researches


§  Previous NGO, bilateral and multilateral organization’s experience is a plus

Hours of Work


  • Normal working hours. Job holder may be required to work outside normal working hours due to  the nature of the work in general and the level of the position

Job Grade: D3


Salary Range


·         2374$-3019$ US Dollar/month plus other benefits


 Duration: One year with possibility of renewal based on performance and availability of fund
