DAI seeks a senior-level Monitoring, Evaluation and Learning (MEL) Manager for an anticipated USAID Feed the Future project in Ethiopia, focused on increasing the competitiveness of targeted agricultural value chains. The MEL Manager will design and manage the project’s M&E and knowledge management systems for the project, including contributing to the development of the Performance Management Plan, guiding a team of M&E experts, leading cost-benefit analyses of project interventions, and contributing to timely and robust reporting to project stakeholders.
Responsibilities:
- Oversee the monitoring and evaluation system and baselines for reporting progress, and maintain reporting procedures and guidelines in compliance with USAID and DAI Home Office systems;
- Employ and oversee a rigorous monitoring and evaluation system to track the progress of all activities and outputs, including a strong focus on evaluating gender, youth and other cross-cutting awareness and participation in all project activities;
- Develop specialized monitoring tools and data collection protocols to ensure accurate collection and verification;
- Track the project’s progress and evaluate its impact in an integrated manner allowing for ongoing learning and program adjustments;
- Contribute to developing and disseminating information on project learning and outcomes, impact assessments, and other required reporting; and
- Coordinate and oversee project impact evaluation activities and cost-benefit analyses to assess the outcomes and impacts of the project’s activities.
Qualifications:
- At least seven (7) years of professional work experience developing, implementing, and managing M&E systems, including field level activities of which three years involved large-scale development projects;
- At least four (4) years of professional work experience in M&E systems for rural/agricultural development;
- Demonstrated experience with gender mainstreaming in agriculture projects;
- Past experience leading and building the capacity of teams of M&E officers, including remote, field-based staff, to meet program needs and deliverables;
- Excellent verbal and written communications skills;
- Master’s degree in evaluation, social sciences, or other related field;
- Strong background and training in field research methodologies; and
- Experience working in Africa is desirable; experience in Ethiopia is preferred.
