The office officially started operation in Ethiopia in 2004. Islamic Relief Ethiopia (IRE) is operational in the Somali Regional State with a base office in Hargelle, Elkere, Bare and Dekasuftu, Afar Regional State; Ewa & Semera and an additional operational office in Addis Ababa.
JOB PURPOSE:
The Health and Nutrition Specialist will be responsible for the overall health sector activities by maintaining close follow up with each of the health officers under his/her supervision, maintain the record of respective woredas delivering the target deliverables of health sector for the woreda as agreed under PDP-BS programme. S/he will identify best practices and scalable health and nutrition sector intervention and advice the organization and participate in the program design. S/he will work in close collaboration with consortium level sector Technical Leads, government and other collaborators to ensure the ongoing BASES health sector interventions meet the set standards. The Health and Nutrition specialist will also closely monitor the operational areas situation and incases of emergency will participate and guide the team in initiating health and nutrition intervention so as to minimize the drought effect on the ongoing health program intervention.
Key Accountabilities
· Programme Quality:
Monitor and provide timely, relevant, accurate input on overall technical aspects of IRE’s health and nutrition programme work in Ethiopia. The position will be required to travel 30-40% of the time to IRE’s field locations Somali and occasionally to Afar. Liaise with the Programme Operations department to ensure all health and nutrition and other programme staff receives the necessary and appropriate technical support. In consultation with staff and project coordinators agree on the range of advice, support, training and/or other assistance required from you to facilitate high quality programming. This will involve regular visits to the project intervention areas. Assist in the development of tools for project staffs (and partners-where applicable) to improve the quality of health and nutrition work. Where necessary provide technical training for project staff and partners as required. Where external consultants (local or international) are required to technically support or monitor and evaluate projects, lead the recruitment and subsequent management of contracted consultants as per the recruitment guidelines of the health and nutrition sector. Review relevant monitoring reports to donors to ensure that technical and reports are of acceptable quality before submission. Provide support where necessary to improve report writing skills. Where partners are involved:-Provide input on partner selection, and provide technical coaching of partners in health and nutrition.
· Staff Management:
o Manage all Health and Nutrition Programme staff performance through coaching/mentoring and on the job training where appropriate.
o Provide appropriate and timely feedback regarding staff annual performance objectives, including timely implementation of the annual staff appraisal system.
· Monitoring and Evaluation:
Ensure the development of an M&E framework and key indicators for health and nutrition that helps the project improve quality of reporting, clearly articulate progress and impact of projects, identify issues for advocacy and new programmes/projects in the future. Develop Terms of reference for baseline surveys, participate in the design of baseline, mid-term and end of project evaluations for health and nutrition programmes, or nutrition components of multi-sectoral programmes. Monitor the evaluation process and provide input and clarification as needed. Review evaluation findings and ensure that lessons and recommendations are captured in the Lessons Learned database. Others related roles:
- Participate actively in programme meetings, planning and review activities
- Actively participate in key relevant internal meetings such as Programme Review Meetings, Senior Management Team or Area-based meetings as required. Participate in any Donor visit to project(s) within the country office portfolio, as required.
- Ensure the recruitment and training of health and nutrition programme staff in technical areas of expertise as appropriate and ensure availability of appropriate professional development opportunities.

· Reporting and documentation:
· Write narrative programme and financial monthly/quarterly/annual reports about the programme as necessary
· Sharing of monthly/quarterly/annual reports to the concerned to the HTL and Supervisor properly
· Provide technical assistance to the woreda leavel health officers and health institutions in documentation and report sharing to concerned bodies based on the national HMIS
· Document any experience/learning, achievements, challenges and general situation from the programme implementation for dissemination and sharing widely within and outside the PDP-BS programme
Others: any other task as assigned by immediate Supervisor and HTL
