The Project Director will be responsible for a large scale five-year integrated approach to MNCH programme funded by DFATD Canada which is designed to addressing mother and child health and nutrition in the Amhara and Afar regions of Ethiopia. The total portfolio of the project amounts 25million USD for the course of 5 years ( 5 million USD for each year) and expected to have programing staff with a size of 10 at the country office under direct management and 70 staff across five field offices in Afar and Amhara under matrix management. The role holder will also have working relationship with area and field office managers, country office technical advisors in revenant sectors, country office support teams including finance, award, logistics, HR and Security, Save the Children Canada technical advisors, donor compliance and support teams.
The Project Director must bring a senior leadership profile with a proven track record in managing complex programing delivery in fragile and conflict affected countries. The incumbent will also be responsible for managing all aspects of the program including meeting the objectives of the project while providing overall technical, administrative, operational, and logistical management, with a focus on achieving the results. The Project Director will act as the key liaison between Regional government, Consultants, Donor, Partner agencies and all other counterparts and is expected to lead and/or participate in strategic and high level policy forums and meetings with various actors and advocate for broader Mother and child health and nutrition issues. The Project Director will ensure adherence to overall technical and programmatic quality in implementation and the timely submission of all deliverables to DFATD Canada, including annual work plans, performance monitoring plans, semi-annual reports and annual reports as may be required.
As the Project Director for this project, you will be responsible for the following duties:
As a senior member of the Ethiopia Country Office
· Support the development of an organisational culture that reflects Save the Children’s full spectrum mandate, values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children
· Help establish, maintain, and improve active and regular working relationships with host government authorities, donors, partner agencies, donors, and local and international NGOs
Oversight and Management of Programme Delivery
· Overall management and implementation of a multi-million dollar integrated programme
· Strategic guidance, providing strong leadership and ensuring technically sound decision-making processes
· Provide oversight of programme activities, team building and the creation of external partnerships
· Ensure that an effective monitoring and performance management system is in place for achieving prior agreed targets in relation to programme activities, budget allocations and financial expenditures, ensuring that value for money can be effectively demonstrated to the donor
· Ensure that the project is appropriately staffed across Save the Children and project partners, including the appropriate combination of expertise across technical and operational areas
· Develop and maintain efficient and effective operating systems, and ensure compliance with Save the Children’s Quality Framework and Minimum Operating Standards, including safety & security management
· Manage and monitor the programme budget in line with the country office scheme of delegation, ensuring compliance with donor rules and accurate and timely financial reporting
· Ensure preparation of timely and high quality progress reports and donor reports
· Work with colleagues to ensure that lessons learnt about successes and failures are measured and recorded, that evidence-based analysis leads to improved quality in advocacy, innovation, programme development and implementation, contributing to Save the Children’s learning on integrated programme delivery
· Nurture strong relationships with Save the Children’s partners in country, national and regional level government and donors, as well as other key stakeholders in the country of operation
· Regular field travel and programme monitoring
Staff Management and Development
· Overall leadership of the programme team ensuring that all staff understand and are able to perform their role effectively
· Manage direct reports; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
· Ensure the recruitment, training, and promotion of staff as appropriate and incorporate staff development strategies into team building process
· Manage the performance of all programme staff through:
o Effective use of the Performance Management System including the establishment of clear, measureable objectives, on-going feedback, periodic reviews and fair and unbiased evaluations;
o Coaching, mentoring and other developmental opportunities;
o Recognition and rewards for outstanding performance;
o Effective and timely management of poor performance
o Documentation of performance that is less than satisfactory, with appropriate performance improvements / work plans
· Work with the Programme Operations Director and relevant Area and Field Operations Managers to ensure effective performance management of matrix managed staff
Child Safeguarding
· Ensure all staff, partners and any representatives of Save the Children are aware of the child safeguarding policy, and that all raised Child safeguarding concerns are appropriately handled
