In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.

Position Title: Project Officer II, PICS3
Duty Station: Addis Ababa
Employment term: Indefinite period contingent upon funding of the PICS3 Project
Reports To: Program Manager, Ag/NRM
Position Summary:
Coordinate implementation, monitor and evaluation of Purdue Improved Crop Storage (PICS3) project, facilitate advance and liquidation process and track project financial utilization, prepare reports. Provide technical assist to implementing partners in planning, implementation, monitoring and evaluation of the PICS3 project. Identify training needs and assist implementing partners in conducting and facilitating trainings related to PICS3 project activities
Summary of Duties and Responsibilities:
Facilitation and coordination
Follow up and coordinates the overall planning, implementation and reporting of PICS3 project Create smooth working relationship with partners;
Technical support
Undertakes supervisory and monitoring activities of PICS3 project implemented by different partners;Assesses the effectiveness of PICS technologies to be scaled up and awareness raising activities of the project by partners and proposes solutions in solving technical problems;Assists partners and provide technical support on scale up of PICS bags;Assists partners to maintain close and healthy relationship with the concerned government agencies;
Needs Assessment and Training
Identifies training requirements of partners as related to the PICS project and actively participate in the training of partners technical staff and assist partners in training extension agents;Conduct TOT training on PICSs;Coordinate PICS TOT trainings across regions, zones and woredasIdentify trainers and prepare training programs in consultation with partner;
Preparing Reports
Review reporting format and share with partners and ensure partners translate to local languagesEnsure that partners submit the required reports to CRS/EthiopiaPrepare narrative and financial reports for the PICS3 project and submit to Ag/NRM Program Manager
Preparing plan
Prepare annual and quarterly implementation plans of project
Documentation
Document best practice, success stories and lessons learned on PICS bags.Ensures that all relevant documents are properly maintained in files according to the established filing systems
Monitoring and Evaluation
Monitor progress of project interventions through field visits, project monitoring team and review meetings and provide feedback to partners;Ensure data collection formats are completed and data flow to CRS on timely manner Verify data quality and completeness Compile monitoring data
Financial Resource Management
Ensures all financial resource managed as per donor and CRS regulation;Ensures that all financial liquidation properly managed and liquidated on time by partners;Review financial documents, facilitate and coordinate project advances and liquidation with Finance Department.
Work Relationship
Works closely with Food Security and REAAP, M&E and Program quality sections and units to enhance integration;Performs other related duties as required.
Required qualification:
Education and Experience
BA/BSc in Agriculture, postharvest technologies with minimum of 5 years of relevant experience in project management OR MA/MSc in Agriculture, postharvest technologies with minimum of 2 years of relevant experience in project management is required.
