ROLE PURPOSE
The Senior Programme Manager will provide leadership and management of operational aspects of the programme, reporting directly to the Afar Area Office Programme Operations Manager. He/She will manage a team of operational and field staff both in Semera and working across the Afar region, and have responsibility for programme delivery and managing progress and expenditure against the project’s key deliverables.
Key responsibilities include: managing programme delivery at the field level, ensuring strong operational systems are in place for finance, procurement, logistics and transport to support project implementation, managing field teams and sub-offices, strong representation and coordination with partners.
Save the Children operates a matrix management structure. In addition to direct line management outlined above, the Senior Programme Manager will work with, and report to senior PAGES staff, including the PAGES Project Director, PAGES Deputy Project Director, and the PAGES Finance and Awards Manager. He/she will additionally work with and ensure coordination with SC Ethiopia and SCUK technical staff.
The Senior Programme Manager will additionally coordinate with PAGES partners, including Kelem, JaRco, APDA and CARE. He/she, will work with the Afar Area Office Programme Operations Manager to ensure good working relations with REB and other government officials.
The position is based in Semera, but with frequent travel throughout Afar for management, support, monitoring and evaluation of programme activities, and travel to Addis to take part in project steering group meetings and review.
KEY AREAS OF ACCOUNTABILITY:
Programme oversight and management
§ Overall leadership and management of PAGES project delivery in Afar, including management of team of 20+ staff.
§ Develop and manage strong internal systems for monitoring project performance and ensuring the project delivers value for money for the donor across its different components.
§ Ensure progress against key project deliverables through development of detailed project implementation plans in collaboration with project technical, field staff and partners.
§ Oversee establishment and staffing to deliver project activities.
Operations (HR, Logistics, Security and Finance)
§ Develop and maintain efficient and effective operational systems and ensure compliance with all Save the Children Minimum Operating Standards, including safety & security management.
§ Manage and monitor expenditure against plans, and analyze monthly financial reports with an emphasis on keeping expenditure on track with budget projections.
§ Ensure that high priority purchases are monitored and prioritized by the logistics team and tenders are prepared in accordance with the project’s logistics requirements.
§ Oversee recruitment of key positions at field level and ensure functioning of HR systems for performance management and professional development.
§ Identify training needs for operational staff and ensure that members of the project team receive appropriate training (including mentoring, on-the-job sessions as well as formal trainings).
Project monitoring
§ Monitor progress against detailed activity and budget plans with technical teams ensuring that objectives and indicators are achieved. Prepare and review monthly field reports incorporating activity and financial progress for project work across the Afar region.
§ Oversee delivery of different technical components of the project in the Afar region, with a focus on keeping activities on track for completion and ensuring adequate technical support is provided to activities.
§ Lead the planning and coordination of project activities with technical leads and partners as required ensuring that an integrated approach is achieved.
§ Ensure that effective engagement is maintained with communities and with local government partners, to ensure responsive and sustainable programming.
Coordination & representation
§ Participate in project steering committee meetings providing strategic oversight to the project delivery and ensure updates on project progress, risks and the external operating environment are provided to steering committee members.
§ Lead on the development of quarterly work plans and budgets.
§ Organise and chair monthly programme management committees to review project progress with staff and partners at Afar level, prepare minutes that outline clear responsibility and timing for actions, and monitor actions to ensure timely and effective delivery of project activities.
§ Represent the project and Save the Children to project partners, local communities, regional government, donors and other external stakeholders as required.
§ Coordinate donor and head office field visits as required.
§ Attend other internal and external meetings as required.
QUALIFICATIONS AND EXPERIENCE REQUIRED

Masters degree or equivalent in international development, education
or a related subject; formal project management accreditation is a
plus
· At least 8 years work experience in managing large multi-year programs with staffs of diverse background.
·
Prior programme management experience within fragile or conflict
affected states, managing programmes in excess of £3m, preferably from
donors such as DFID, USAID, ECHO and EC
· Experience of building, leading and developing teams with different backgrounds and expertise.
·
Prior experience of delivering results based education or child rights
programming, preferably in a socio-cultural and political context
similar to Ethiopia.
· Experience managing programme logistics in complex operating environments.
· Experience managing procurement processes and competitive tenders.
· Strong communication and interpersonal skills in English, with substantial experience in managing multicultural teams.
· Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy-in.
· Experience in managing programmes in complex security settings.
·
Demonstrated experience of developing effective working relationships
with government and non-governmental organisations.
· Experience working in the Afar Region of Ethiopia and / or other pastoralist contexts.
Experience of emergency preparedness, planning and response.Experience
managing basic education programmes and knowledge of the
education sector and gender issues relating to girls’ education
specifically.
· Previous experience of working in consortia will be beneficial.
· Ability to present complex information in a succinct and compelling manner
·
Ability and willingness to dramatically change work practices and
hours, and work with incoming surge teams, in the event of emergencies
· Fluency in English, both verbal and written
