International Medical Corps (IMC) is a global humanitarian non-profit organization dedicated to saving lives and relieving suffering worldwide. IMC Ethiopia has implemented extensive programming in food-insecure areas throughout Oromia, Somali and Southern Nations, Nationalities, and People’s Regions of Ethiopia, since 2003, assisting both refugees and local communities to drive their own sustainable development by capacitating local health and food security structures including staff through technical, material (medical supplies and equipment) and logistical support to provide accessible and appropriate health care and timely responses in the areas of nutrition, mental and reproductive health; hygiene and sanitation as well as gender-based violence (GBV) using community empowerment strategies such as psychosocial support and care, Early Child Development (ECD), Infant Young Children Feeding (IYCF) and community-led total sanitation (CLTS).
IMC Ethiopia currently responds to the emergency needs of over 106,000 Somali refugees in three Dollo Ado refugee camps through community-based management of acute malnutrition (CMAM), hygiene and sanitation and GBV interventions. IMC Ethiopia works with all actors including government and non-governmental agencies engaged in humanitarian efforts to reduce morbidity and mortality among malnourished children, pregnant and lactating women, women of reproductive age and other vulnerable communities in respective areas of intervention and encourages long-term development.
Employee Position Summary
The Program Coordinator works under the direction of the Programs operation coordinator and Deputy Country Director; and is responsible for the overall senior leadership, management, and high quality, effective and accountable implementation of all IMC programs in the Dolo refugee camps and surrounding host communities. The current IMC Dolo structure and programs teams are comprised of 200+ staff in addition to numerous refugee incentive workers implementing a multi-sector program valued in excess of $5 million per year with funding support provided from UNHCR, ECHO, US State Department and other donors. He/She will work on a day-to-day basis directly in a shared and collaborative leadership/management style with experienced and senior IMC Sector Program Managers and Coordinators in Dollo; as well as logistics, finance, human resource, administrative, security managers; to support and facilitate IMC’s extensive humanitarian programs and interventions responding to refugee needs and assistance to the hosting community. The ideal candidate will have extensive experience and a proven track-record of senior leadership, management, coordination and compliance of humanitarian and emergency response programs in refugee camps, as well as possessing excellent relationship skills (donors, UN agencies, NGOs, local government, other…), communications, planning, monitoring and teamwork skills.
KEY DUTIES AND RESPONSIBILITIES
Overall management of the IMC Refugee program
· Be responsible for all camp management
· Responsible for management of programs, staffs, and Assets of the organization
· Ensure adherence to IMC organizational, financial, personnel, program systems and manuals including donor compliances
Management of Program Implementation
· Support the program team in developing the program proposals and other strategy.
· Clearly aware of program’s implementation activities and expedite the same along with sector Program Managers
· Together with IMC technical program managers to ensure that projects are implemented as planned and within budget, and in accordance with IMC and global humanitarian policies and guidelines, including Codes of Conduct, SPHERE and HAP principles and standards on accountability to the affected populations;
· Ensure timely completion of all logistics, financial and administrative matters in the field
· Conduct regular staff evaluation , design and implement capacity improvement plan
· Review/Assist in development of action plans and compare actual implementation of the planned activities
· Ensure program activities are implemented with-in the project period
· Advise sector program’s managers on program quality, implementation and appropriateness of expenditures. Undertake a regular review of pipelines.
· Oversee the proper spending of all grants in line with donor regulations
· Approve expenditures within the set IMC limits
· Ensure successful delivery of services and along with the field M and E officer, establish complaint feedback mechanism
Policy Compliance and Team Leadership/Management
· Ensure field staff are aware of all policies and procedures
· Apply policies and procedures in a consistent manner
· Advise supervisor regarding field staff failing to comply with policies and procedures
· Play a leadership role and foster a positive working environment
· Ensure mutual support within the team and contribute to teambuilding
· Directly Manage GBV Manager, Mental Health Manager, Sanitation and Hygiene Program Manager, Finance, HR/Admin and Logistics Manager.
Reporting and Communication
· Compile monthly field office reports in a timely manner.
· Coordinate preparation of quarterly, final and other donor reports as needed.
· Coordinate with other departments within the IMC Ethiopia country program (Communications, Finance, HR, Admin, Security) concerning the Dolo Ado programs/projects.
· Maintain a regular communication with supervisor and Addis based program staff particularly the Filed Programs Operation Coordinator, Public Health coordinator, Senior Program Officer, Program Development Officer, M and E Officer and others.
Report to the Programs operation coordinator and Deputy Country Director in a timely and thorough way on all health problem, security developments or criminal incidents to IMC staff or property.Assure that proper channels of communication are maintained and respected. Regularly consult with the DCD and CD on all matters of significance to the program, staff and regional affairs.Write monthly reports on programs, administrative, finance and logistics matters to the POC/DCD
Representation and Networking
· Regular meetings and communication with field staff of partner agencies in the refugee camps on issues of common interest
· Maintain a good partnership with Government agencies and other partners in the area
· Along with the Field Programs Operation Coordinator, facilitate successful donor visits and internal monitoring visits and assessments
· Participate in working groups, seminars, meetings, etc with relevance for IMC programs/projects
· Maintain good partnership with host community leaders around the Dollo camps
· Undergraduate or Master’s University Degree in Humanitarian Affairs, Development, Public Health or other relevant field from an accredited university or institution.
· More than 5 years experience with an international NGO – managing and/or coordinating large and complex emergency response projects, including refugee settings.
· Significant experience in overall program/project senior management, preferably in the health, nutrition, water-sanitation-hygiene, food security and related sectors.
· Demonstrated and extensive program/project, people, and financial management skills
· Ability to cope with stress; hardship; patience and flexibility.
· Ability to effectively work with government, community leaders, international/national organizations, donors, partners and other IMC relationships.
· Experience with donor compliance and reporting requirements including BPRM, ECHO, UNHCR, UNOCHA
· Team builder with an ability to train and coach staff
· Diplomatic and an effective communicator at all levels
· Strong leadership skills, strong communication skills, with excellent written and spoken English
· Advanced proficiency in the use of MS Office, Email and other computer applications
· Experience with establishing strong and effective working relationships with colleagues from different backgrounds, cultures and experience.
· Able to establish and maintain healthy working relationships with colleagues in course of work.
· Willingness to work additional hours in order to meet tight deadlines.
· Understanding and ability to work in unstable and multi-cultural environment (cultural sensitivity)
Required Education and Qualifications
Undergraduate or Master’s University Degree in Humanitarian Affairs, Development, Public Health or other relevant field from an accredited university or institution with at least 5 years international experience in Humanitarian Relief. Fluency in written and spoken English (Somali language ability will be an advantage)
