Organizational Overview: The Clinton Health Access Initiative (CHAI) associated with former President William J. Clinton’s Foundation is currently operating in Ethiopia carrying out a wide range of programs to support the Ministry of Health of Ethiopia in improving the health status of the country by ensuring access and quality of health services. We are committed to increasing our effectiveness through an innovative programming approach that optimizes quality, impact and scale. Being the largest CHAI field office worldwide, we currently employ over 100 staff working in the following seven programs: The Ethiopian Hospital Management Initiative (EHMI), Maternal and Newborn Health (MNH), Drug Access, Lab Services, Vaccines, Nutrition and Global Health Financing.
In its MNH program, CHAI works towards several objectives through the implementation and scale up of high impact, innovative, evidence-based interventions which enable access to and optimal usage of essential lifesaving commodities and technology solutions to ensure substantial reductions in maternal and neonatal mortality in Ethiopia. The program includes the implementation of mHealth intervention in more than 150 health facilities until the end of December 2015 together with the Ministry of Health and regional health bureaus as well as facilities to increase the demand for utilization of essential MNH services. This has already been implemented in 103 health centers in five regions( Oromia ,Amhara, Tigrai, SNNPR and Benushangul Gumuz regions) through building up on the mhealth system (ENAT Messenger system) that was piloted and tested by CHAI in Oromia and Tigray regions. The system will be deployed to additional 47 health centers in the same regions until the end of December 2015.
Position Overview: CHAI is seeking a highly motivated individual with outstanding credentials in software and system development, advanced knowledge and skill in IT including troubleshooting and maintenance, analytical ability , management capabilities, and communication skills to serve as program officer (Programmer) in designing mHealth system, planning, implementation and monitoring of mHealth intervention under the MNH program for the duration of five months( August to December 2015).
JOB SUMMARY: The –Programmer will be responsible for leading the implementation of the mHealth system under the MNH program in the health centers and their satellite health posts in selected facilities in the country .The specific tasks include upgrading the current ENAT messenger system by including selected functionalities identified by the MOH, providing the training for IT personnel at regional health bureaus, zones ,Woredas and health professionals from Health centers and HEWs, procurement of the necessary equipment required for the mHealth implementation, deployment of the system in the field. The incumbent will also provide support to other CHAI country offices (including Nigeria) in the customization of the Ethiopian CHAI mHealth system ( ENTA Plus system). The incumbent will also closely monitor the implementation of the system and provides continued technical assistance to the MOH, regional health bureaus, woredas and facilities to ensure sustainability of the system.

JOB RESPONSIBILITIES:
Building on the current existing system of the CHAI mHealth( ENAT Messenger), improve the software by including selected functionalities and indictors. Together with the IT coordinator and other team, provide over all coordination and leadership for the day-today implementation of the activities related mHealth. Closely work with the CHAI IT team and MOH Public Health Infrastructure Directorate in rolling out of the mHealth system in the country. Together with the Training Coordinator, other MNH program team and MOH, plan and execute the provision of the different trainings planned on mHealth as per the plan Provide technical support to the implementing partners (RHB, woredas and health facilities) and troubleshooting of the mHealth system Prepare the appropriate tools and user manuals required for the implementation of the mHealth system. Organize different workshops and meetings at the national and sub national levels during the implementation of the mHealth intervention. Assess and study the mhealth system/software and make any modification as needed Build the capacity of the RHBs, Zones and woredas in the areas of mHealth to ensure sustainability and ownership of the system in the field. Document best practices and lessons drawn by the program in the implementation of mHealth system. Participate in the mHealth and related meetings held at the national and sub national levels Prepare regular reports of the mHealth intervention for submission to direct supervisor. Provide onsite Technical support to the application deployed sites located in five regions Provide system trainings to the application users Deploy mHealth application at health facilities Execute any additional tasks as advised by the supervisor.
Qualifications:
Minimum of BA Degree in Computer Science or other related filed.
Master in information science, IT or related field is desired.
Minimum of 5 years of professional experience in software development environment.
Minimum 1 year hands on experience on Java web development
Experience working with Spring MVC and Hibernate
Strong MySQL database experience
Experience working on SMS Gateways preferred
Knowledge and experience on M-health is preferred.
Proficiency in troubleshooting hardware and software problems
Excellent oral and written communication skills
Fluent in English and Amharic. Fluency in regional/local languages is an advantage
Experience working with governments, multilateral organizations, NGOs or private sector
