Organizational Overview: The Clinton Health Access Initiative (CHAI) associated with former President William J. Clinton’s Foundation is currently operating in Ethiopia carrying out a wide range of programs to support the Ministry of Health of Ethiopia in improving the health status of the country by ensuring access and quality of health services. We are committed to increasing our effectiveness through an innovative programming approach that optimizes quality, impact and scale. Being the largest CHAI field office worldwide, we currently employ over 100 staff working in the following seven programs: The Ethiopian Hospital Management Initiative (EHMI), Maternal and Newborn Health (MNH), Drug Access, Lab Services, Vaccines, Nutrition and Global Health Financing.
In its MNH program, CHAI works towards several objectives through the implementation and scale up of high impact, innovative, evidence-based interventions which enable access to and optimal usage of essential lifesaving commodities and technology solutions to ensure substantial reductions in maternal and neonatal mortality in Ethiopia. The program includes the implementation of mhealth intervention in more than 100 health facilities over the years to come together with the Ministry of Health and regional health bureaus as well as facilities to increase the demand for utilization of essential MNH services. This will be implemented through building up on the mhealth system (ENAT Messenger system) that was piloted and tested by CHAI in Oromia and Tigray regions.
Position Overview: CHAI is seeking a highly motivated individual with advanced knowledge and skill in IT including troubleshooting and maintenance, analytical ability, management capabilities, and communication skills to serve as IT administrator in planning, implementation and monitoring of mHealth intervention under the MNH program.
JOB SUMMARY: The IT administrator will be engaged in the planning and implementation of the mHealth system under the MNH program in the health centers and their satellite health posts in selected facilities in the country .The specific tasks include providing the training for IT personnel at regional health bureaus, zones ,Woredas and health professionals from Health centers and HEWs, assisting the IT team members in procurement of the necessary equipment required for the mHealth implementation, deployment of the system in the field. The incumbent will also closely monitor the implementation of the system and provides continued technical assistance to the, regional health bureaus, woredas and facilities to ensure sustainability of the system.

JOB RESPONSIBILITIES:
Together with the IT coordinator and Programmer, engaged in the day-today implementation of the activities related to mHealth. Closely work with the CHAI IT team and engaged in rolling out of the mHealth system in the country. Together with the IT Coordinator and programmer, plan and execute the provision of the different trainings planned on mhealth as per the plan Provide day-to- day technical back up to the field staff in troubleshooting of the mHealth system Assist the IT coordinator and programmer, in the preparation of the appropriate tools and user manuals required for the implementation of the mHealth system. Together with other team members, organize the different workshops and meetings at the national and sub national levels during the implementation of the mHealth intervention. Build the capacity of the RHBs, Zones and Woredas in the areas of mHealth to ensure sustainability and ownership of the system in the field. Deliver trainings to RHBs, Zones and Woredas assigned experts in the area of mHealth/Enat messenger Execute any additional tasks as advised by the supervisor.
Qualifications:
Minimum of BSC Degree in Computer Science or other related filed.
Minimum of 5 years of professional experience with in the field.
Proficiency in management of windows,
Experience with MySql database Management
Experience with Apache/Tomcat
Knowledge and experience on M-health is preferred.
Proficiency in Network performance tuning
Proficiency in troubleshooting hardware and software problems
Excellent oral and written communication skills
Fluent in English and Amharic. Fluency in regional/local languages is an advantage
Excellent computer skills, including MS Word, Excel, and PowerPoint
Experience working with governments, multilateral organizations, NGOs or private sector
Knowledge, Skills, and Abilities:
