INTRODUCTION  


Ethiopian Somali development association partner with Somali Regional Health Bureau to implement a Community-Based Reproductive, Maternal, and Neonatal Health (RMNH) Initiative with a period of three years with the aim of improving the health status of mothers and newborns in 47 international development (DFID) through federal ministry of health the funds secured from department for targeted pastoral districts of Ethiopian Somali Regional State. Through the RIF (RMNH) Initiative with the funds secured from Department for International Development (DFID) through Federal Ministry of Health and as it is indicated in the project document the major focus of the intervention is to improve the use of modern family planning methods within the project areas; to improve maternal, newborn, and child health (MNCH); and to decrease the incident of harmful traditional practices. In addition the centre point of this important intervention will be increasing access and referral linkage to quality antenatal, skilled delivery care and postnatal care, strengthening reproductive health and creating information access. 


The overall goal of the proposed proposal is to complement ongoing efforts to increase access and utilization of RMNH services for poor and underserved communities and to contribute to the goals outlined in ESRS Health Sector Development Plan (HSDP IV) and the specific objectives are as follows; (a) To increase uptake of culturally acceptable and appropriate RMNH services for women and youth in program districts, (b) To improve community attitudes to RMNH needs of women and youth, (c) Women and girls empowered and confident to make healthy RMNH choices and access services, and (d) To enhanced accountability and responsiveness of service providers to communities and women. 


The project will be implemented by a consortium of three organizations (Ethiopian Somali regional health bureau in 24 woredas, Ethiopian Somali Development Association (ESDA) in 19 woredas and Aged and Children Pastoralists Association (ACPA) in 4 woredas.) total in 47 woredas of Ethiopian Somali Regional State. Ethiopian Somali regional health bureau is the consortium lead for the overall management of the sub-contract as well as technical lead for the project. 


Ethiopian Somali development association is recruiting an experienced and competent Program  senior Officer/ coordinator  to work directly under RIF project for day to day operational management support and work closely with Consortium Program MEAL /officers, community facilitators and health officers for technical support and leadership in the implementation of project. The Program senior Officer/ coordinator will work in close collaboration within the RHB Project officers and will play leading role in coordinating the implementation to ensure proper planning, implementation, monitoring & evaluation of the project; and the documentation and timely dissemination of best practices & lessons. She/he is responsible to ensure that the delivery of the project is in line with RIF project Minimum Operating Standards, Donor standard/requirement, RIF MEAL Framework and specific programmatic approaches designed by the project.


Job Purpose


To coordinate and manage the day-today operation of the RIF project staff at Woreda level and the successful implementation of all the programme activities at Woreda level. Successful implementation means all programme activities in all 19 Woredas are delivered according to contractual requirements and organizational priorities, ensure safety and security of staff and assets and maintain a positive and cordial relationship with Zonal, Woreda and local partners.


Key Accountabilities


Technical 


Ensured appropriate project preparation, planning and start-up planned activities to be delivered according to the contractual requirements of FMOH/RHB & the donor.Ensure programme activities in the operational area fulfill the requirements of approved FMOH/RHB contract & detail implementation plan.Monitors and supports health Project Officers and other directly reporting staff in implementing the project to ensure the smooth implementation of the project activities in accordance with the RIF program & Donor requirements.Assists project team to identify the technical support required by the field team (Health project officers, Community Facilitators, etc) in the implementation, monitoring and evaluation of project or programme activities.Ensures the effective and efficient use of all Save the Children resources in order to keep costs low and ensure effective utilization of resources for the intended purpose.

 


Budget Management 


Effectively and efficiently manages budget as delegated for implementation of program office level activitiesTo monitor budget on a monthly basis and explain variances

 


Staff Management


To directly lead, manage and motivate all project staff in the Program Office.To support staff in the field to build a range of tools and techniques for working with children, communities & Woreda authorities to ensure there is full participation of these stakeholders. To support staff to fully integrate programming principles throughout their work, including diversity, child protection, and child participation. 

Logistics


Ensure that high priority program office level purchases are monitored and prioritized by the logistics teamEnsure transport arrangements, periodic services & repair/ maintenances schedules respected & monthly reports completedEnsure safety and security of all staff and assets in the project implementation area by sensitizing and enforcing the provisions of the regional safety and Security Guidelines, including convening of regular safety and security meetings.  Regular procurement tracking monitoring, program asset registration and asset inventory maintained. 

Reporting


To train & build Project Officers & other supervisees capacity in report writingTo ensure that high quality field level reports are produced regularly & timely for internal as well as donor reportingProduce field trip report after each field visit and share with your immediate supervisor Compile monthly, quarterly and annual technical and financial reports and share with your immediate supervisor

Liaison


Liaise with the Government Authorities & Offices as well as other consortium members to support technical & management team to enhance relationshipsWork closely with the Programme Executive Director, Health project officers, & other technical staff members to strengthen the working relationship between the filed team & the technical support team
