The MEAL manager will be part of the Addis Ababa based Program Management team led by the Director of Programs/DCD.
The MEAL manager will be responsible for the performance monitoring, evaluation accountability and learning aspect of all IMC Ethiopia projects, providing effective support to all technical managers in this area based on identified gaps. With the support from the senior M and E Officer, he/she will be responsible for assisting in the development and roll-out of tools for effective management of data across all technical sectors and sites. The post holder will be the country focal point to ensure plan is in place to ensure monitoring of accountability standards and create awareness among field staff.
The MEAL manager along with the senior M and E officer will support the IMC Program technical managers and field project staff in aspects of program cycle management including assessments, implementation and evaluation.
The MEAL manager will manage all the assessments, operational researches, Program Monitoring schemes and program databases.
Specific responsibilities include, but are not limited to:
Program Quality and Performance Assurance
· Assist the Director of Programs in establishing an overall M & E framework and system to ensure the effective implementation of International Medical Corps Ethiopia Strategic Action Plan
· Undertake periodic review of the implementation and operation of the monitoring and reporting mechanism; including the preparation of good practices and lessons learned.
· Develop Performance Monitoring and Evaluation Plan and follow the fulfillment of results.
· Giving program quality advice in the implementation of Nutrition programs, WASH programs, GBV, Mental health & other IMC programs
· Undertake internal supportive supervision, share the findings and follow the progress per the supervision.
· Assist Addis based technical coordinators and managers in develop indicators for regular monitoring of IMC program implementation, as well as program and systems standards.
· Monitor the quality of implementation including vetting the processes of how programs are implemented and ensure standards are fully met
· Establish a baseline data on accountability benchmarks , create systems for enforcing ( at pilot level) and monitor and report on progress
Assessments, Surveys and Evaluations
· Lead in preparation of TOR for external survey consultants
· Timely plan and initiate all pre and post intervention assessments, KAP surveys
· Assess current grants and programs for evaluation needs
· For internal evaluations coordinate necessary staff and resources to conduct evaluation
· Lead government evaluations
· Provide input into evaluation needs during project design phase
Data Management
· Assess existing data management systems for each sector and identify additional needs.
· Together with the Grant Compliance officer and ME officer, develop a reporting template that ensures collection of relevant data for reporting needs.
· Support the ME officer in developing database to improve monitoring and data management
· Enrich and manage the program database
Management, Networking and Coordination
· Participate in coordination and sectoral meetings
· Interface with national government and relevant agencies when required
- Develop and maintain strong and objective relationship with key partners, strategic allies and other developmental actors
- Assist in the building of networks and maximize opportunities for collaboration with other actors
- Provide assistance to other team members or IMC colleagues as and when needed for example, in hosting of visitors Actively participate in joint supportive supervisions, partners forum and review meetings that are conducted in collaboration with RHB/ZHB/DPPO/Water& Energy Office
- Sharing learning and providing constructive comments to colleagues in order to ensure programme quality.
Additional Tasks
· Develop and mainstream accountability tools and materials
· Assist in the development of concept notes, donor proposals when requested by the DCD
· At the request of the Deputy Country Director, Assist with additional tasks not falling under responsibilities outlined in this job description.
- Ensure that cross cutting issues such as participation, gender , HIV/AIDS and disability are effectively addressed/mainstreamed in all project implementations as part of ensuring accountability
- Act as a focal person for initiatives in IMC Ethiopia such as PSEA and Accountability
- Manage Program Volunteers as delegated by the DCD
· First Degree or Masters in Social Sciences, Demography, Health related field
· At least 7 years of experience in project management and in managing funding from multiple sources ( UN, OFDA, ECHO, BPRM etc) with at least 4 years directly on MEAL
· Excellent writing skills are essential.
· Hands on research, MEAL and statistics experience
· Awareness and insight into public health-related issues
- Grants management skills – program work preferably in an NGO setting
- Ability to work in a multi-disciplinary and multicultural environment.
- Strong analytical skills
- Strong negotiation, facilitating and influencing skills.
- Ability to work effectively both independently and as a part of a team
- Knowledge of program planning, design development and management, indicator setting and Logical Frame Work development.
· Ability to exercise sound judgment and make decisions with limited supervision
· Extremely flexible, and have the ability to cope with stressful situations and frustrations
· Strong communication skills, both oral and written in English and Amharic
· Excellent working knowledge of computer software packages, especially with MS Word, MS Excel, MS PowerPoint and statistical software
