The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. We are seeking to fill a consultancy position of Nutritional Causal Analysis, based in our Sub Office in Dollo Ado (Ethiopia) and undertake missions to Addis Ababa. The position is a Consultant contract for an initial 4 months.
Background
Ethiopia hosts the largest number of registered refugees in Africa (736,000 in October 2015) with Dollo Ado camps in Somali region having the second highest number in the country. The country has a history of cross border movements resulting from droughts, clan conflicts, political events and civil wars in neighbouring countries. Over the past 4 years, the prevalence of global acute malnutrition in four of the five camps has consistently remained above the emergency threshold (15%) despite improvements in health service provision and despite refugees having continuously received adequate food assistance. The monthly food basket, including the 20% top up, provides over 2,400 Kcal per day and per person. All children under two as well as pregnant and lactating women receive Blanket Supplementary Feeding through the distribution of specialized foods (Supercereal plus for the children providing an extra 800 kcal/day, Supercereal/veg oil and sugar for the mothers providing an additional 1,100 kcal a day), while children enrolled in school receive school meals (over 500 kcal per day). As a result of this combined package and given the demographics in the Dollo Ado camps (high number of children and women), refugees receive on average close to 3,000 kcal per day. There hasn’t been any interruption in the provision of food assistance over the period. The restriction of BSF from children under 5 to children under 2 decided by WFP in late 2013 due to the seemingly poor result of the programme, has not led to an increase in GAM rates. On the contrary, GAM rates in 2015 have decreased as compared with 2014. Refugees in the rest of the country are receiving the exact same package, and malnutrition rates in the other regions tend to be much lower. Prevalence of chronic malnutrition is also about 40%.
With this consistently dire situation, there is a need to determine the causes of acute and chronic malnutrition in three representative camps so as to develop an informed strategy on how to effectively programme management of malnutrition in these camps. This position is therefore intended to assist WFP, UNHCR and ARRA in development of a strategy for reducing malnutrition in Dollo Ado camps.
Under the general supervision and guidance of the World Food Programme (WFP)’s Head of Refugee section, the Nutritional Causal Analysis will be responsible for the following key duties:
Conduct a Nutrition Causal Analysis following the ACF (Action Contre la Faim) – NCA guidelines
Explaining the methodology and study plan of action to the ARRA, UNHCR and WFP coordination team, as well as to the field teams
Ensure the participation of the WFP, UNHCR and ARRA to the NCA study
Discuss and define with the team an action plan based on the findings and recommendations of the NCA
Manage the Team
Identify human resource requirements for the study
Participate in the recruitment of his/her team with WFP and UNHCR
- Supervise and manage his/her direct employees
- Train his/her team to NCA survey methodology
Conduct performance evaluation & leave references for each team member
Communicate on the NCA
Keep informed WFP and UNHCR Ethiopia from the beginning of the study
Produce an executive summary of the final NCA report
- Ensure the publication of the study
- Prepare and publish an article about the study for WFP and UNHCR
Support the advocacy work of the mission
Liaise with the authorities, ARRA, UN, NGOs and local partners
Facilitate coordination meetings on the NCA
liaise with UN agencies, national and international NGOs and governments
Contribute to capitalization and improvement of the NCA methodology in refugee settings
Contribute to the capitalization of the field tools used for the NCA in refugee settings.
· Produce a comprehensive, clear and detailed report as well as a road map that presents outputs described herein.
· Other related duties as required.
Qualifications & Experience Required
Education:
- University degree in one of the following disciplines: Social Sciences, Anthropology, Nutrition, Community Health, (Statistics if extensive qualitative experience as well) or other relevant fields.
Experience:
- At least 5 years of experience with quantitative and qualitative data collection at field level, especially with experience of conducting NCA
- Extensive experience in qualitative data gathering, analysis and reporting;
- Experience in nutrition program management, including project budget management, reporting and training provision;
- Experience in larger Somali region; experience in Ethiopia is desirable.
Technical Skills & Knowledge:
- Proven knowledge in coordination of several stakeholders;
- Knowledge of SMART, LQAS, CSAS, KAP methodologies is desirable;
- Knowledge of Somali communities is desirable;
- Ideally experience of camp situations is desirable;
- Strong understanding of nutrition information system, monitoring and evaluation is desirable.
Competencies:
- Excellent skills in qualitative research methodologies;
- Excellent writing and analytical skills;
- Excellent communication skills;
- Good management and representation competencies;
- Ability to live in remote areas;
- Willingness to spent time in the field and not in an office;
- Flexible personality and good negotiation skills.
Language:
- Fluency in oral and written English is mandatory, while knowledge of Somali language is strongly desirable.
