Background
DRC has been providing relief and development services in the Horn of Africa since 1997 and traditionally focused assisting those who are displaced by conflict. DRC has offices across the region, and has been operational in Ethiopia since 2009 and is opening an office in Djibouti this year. In Ethiopia, DRC has been in the forefront of responding to the refugee influx from South Sudan into the Gambella region, primarily by providing water to refugees in camps, and also through livelihoods and protection programming. DRC Ethiopia also has activities in Dollo Ado and Jijiga in eastern Ethiopia to assist Somali refugees and host communities there. DRC’s work in Djibouti began with its registration in April 2015 and addresses a wide range of challenges raised by the displacement to and through that country, including mixed migratory flows heading to the Middle East, Yemeni refugees fleeing conflict, and protracted Somali refugees in Djibouti for two decades or more.
DRC is the leading international NGO working on mixed migration issues in the Horn of Africa and Yemen, and DRC also plays a key role in the solutions agenda for displaced persons throughout the region. Recently, DRC has begun studying the onward movement of refugees and asylum seekers hosted in Ethiopia, with a particular focus on the Eritrean refugee camps based around Shire town. DRC is also soon to begin protection and durable solutions activities in the Afar region. DRC will also most likely have the opportunity to expand into access to justice and rule of law programming in Ethiopia and/or Djibouti.
Job profile
The Migration and Solutions Specialist will play a major role in implementing and designing DRC interventions for durable solutions, leading on secondary migration research and promoting legal protection and access to justice for refugees and asylum seekers in Ethiopia and Djibouti.
Overall Position Objectives:
- DRC Ethiopia and DRC Djibouti migration, solutions, and legal programming implemented efficiently and effectively with appropriate technical inputs and support.
- Migration, solutions, and legal activities in Ethiopia and Djibouti comply with DRC’s Humanitarian Accountability Framework.
- Represent DRC to migration, solutions, and legal stakeholders and duty-bearers in Ethiopia and Djibouti.
Key responsibilities
Strategic Vision
- Develop the strategic durable solutions strategy and support the development of the mixed migration strategy for Ethiopia and Djibouti, as well as potentially its constituent areas, and provide technical assistance to roll it out.
- Stay abreast of developments that have an impact on the rule of law and access to justice implementation environment in Ethiopia and Djibouti and provide analysis on key issues on a regular basis.
- Keep well informed of developments relating to mixed migration in Ethiopia and Djibouti, specifically related to the onward movement of refugees, to support DRC programming and funding requests
Grant Proposals Writing and Reporting
- Ensure that mixed migration, rule of law, access to justice, and durable solutions projects being developed by DRC Ethiopia/Djibouti target beneficiaries most in need of protection, explore and assess new and better ways to assist these people on the move.
- Contribute to and coordinate the design, implementation and evaluation of protection-related programming, especially in the mixed migration, rule of law, access to justice, and durable solutions areas.
Technical Support
- Provide technical and implantation support to rule of law, access to justice, mixed migration, and durable solutions programming.
- Providing technical support and guidance to program staff across Ethiopia and Djibouti on issues related to rule of law, access to justice, and protection generally.
- Providing technical assistance on migration and durable solutions to Ethiopia and Djibouti programming as needed/requested.
- Promote and support training of humanitarian partners and any other stakeholders.
- Conduct/participate in needs assessments in mixed migration, rule of law, access to justice, durable solutions, and/or other relevant protection areas.
- Conduct training and training of trainers (TOT) in mixed migration, rule of law, access to justice, durable solutions, and/or other relevant protection areas as directed and agreed.
Team Management & Capacity Building
- Participate in the recruitment process, the capacity building and the evaluation of the protection staff, as necessary and directed.
Coordination, Advocacy & Representation
- Participate in and contribute to mixed migration, rule of law, access to justice, and durable solutions interagency coordination groups, as well as other extent protection coordination mechanisms.
- Participate in advocacy regarding mixed migration and durable solutions issues in line with DRC’s global and regional approaches to the same.
- Liaise with relevant government officials and other stakeholders, especially from international organizations, to ensure effective implementation of DRC’s mixed migration, rule of law, access to justice, and durable solutions activities.
- Coordinate dissemination of DRC Ethiopia/Djibouti publications, including, but not limited to, liaison with printers, translations, and events for publications of reports.
- Prepare legal and advocacy memoranda, information sheets, factsheets and reports in relation to mixed migration and durable solution law, both domestic and international, and in close cooperation with RMMS and ReDSS.
- Facilitate the close collaboration between DRC and its project partners, both national and international.
- Maintain close working relationships with the staff of the Regional Mixed Migration Secretariat (RMMS) and the Regional Durable Solutions Secretariat (ReDSS) and work collaboratively with RMMS and ReDSS to promote synergies between DRC and the two secretariats.
- Serve as the ReDSS focal point for Ethiopia and Djibouti and ensure that ReDSS’s programming in these countries is rolled out and support effectively.
Reporting
The Migration and Solutions Specialist will report to the Deputy Country Director.
Required Qualifications
- Advanced university degree in law, human rights, or related field.
- At least nine (9) years of technical expertise and understanding of legal programming, access to justice, and international human rights standards.
- Previous experience working in the humanitarian or development aid sector in Ethiopia and/or Djibouti
- Excellent analytical and communication skills.
- Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff, beneficiaries, duty bearers and other stakeholders.
- Excellent oral and written communication skills.
- Ability to exercise sound judgment and make decisions independently.
- Extremely flexible, and can cope with stressful workloads and frustration.
- Creativity and the ability to work with limited resources.
- Experience organizing or mobilizing at the grassroots and/or community level.
- Experience working with governmental officials.
- Experience in forced displacement in humanitarian and/or development settings.
- Results-oriented and intellectually flexible.
- Record of building trust and partnerships.
- Fluency in written and spoken English.
- Ability to work in French as needed.
Desirable Qualifications
- Knowledge of refugee, migration, and displacement law and practice.
- Knowledge of international protection principles.
- Experience working with refugees, asylum seekers, migrants, and/or internally displaced persons, preferably on protection-related issues.
- Experience working with an international organization (such as INGOs, UN agencies, diplomatic missions, or the like).
- Experience implementing UNHCR funded projects.
- Experience working for governmental organizations on legal and/or rights matters.
Conditions
Contract: 2 months’ contract with possibility of extension
Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates recruited by the Horn of Africa and Yemen Regional Office. This position is rated as A12 on the DRC salary scale available at www.drc.dk.
Availability: January 2016
Duty Station: Addis Ababa, Ethiopia. This is an unaccompanied position.
