SOS Children’s Villages Ethiopia is a nonprofit, non-political and non-denominational international organization. At present it has seven children’s villages and affiliated facilities located in different regions of Ethiopia. SOS Children’s Villages provides abandoned, orphaned and destitute children with a new and permanent home. In almost all program locations, SOS Children’s Villages Ethiopia has family based care, family strengthening, education and training, as well as health program units. It is also implementing emergency relief program in Gode, Somali Region. Currently, SOS Children’s Villages Ethiopia cares for 1645 children in SOS families and nearly 8968 children in families of origin. Our education and training program unit has also been benefiting over 3400 children and youth under our programs as well as children coming from the neighboring community. We also provide health service to children and disadvantaged families.
The SOS Children’s Village National Office is looking for a competent and able National FSP (Disability) Officer that meets the requirements stated bellow.
Position Summary:
The National FSP (Disability) Officer is responsible to ensure that inclusion policy is effectively streamlines and implemented across the organization. The job incumbent will actively involve and lead the effective, planning, implementation, monitoring and evaluation of disability projects in SOS Children’s Villages Ethiopia. In addition, the job holder assists the National FSP Advisor in the strategic development of family strengthening programs within the Member Association. S/he helps in guiding and supporting the program coordinators and officers in SOS CV Program locations who are directly involved in the operation of FSPs (disability). The National Program Officer also engaged in facilitating the joint development of national FSP plans and ensuring their effective implementation.
General aim of the position
Responsible to ensure increased accessibility of SOS program units and facilities for children and families with disabilities and raise the awareness among community members on the rights of person with disability;Supports the creation of conducive environment for children with disabilities through building of ramps, walk ways and other necessary facilities; Help in leading the development of the national strategic direction for the development of family strengthening programmes in accordance with the organizational mission, policies and strategies.Support in providing guidance and support to program locations which implement disability and family strengthening projects;Provide technical and administrative support to disability and other Family Strengthening Programmes being implemented under SOS Children’s Village Programmes; andAssist in monitoring and evaluating the implementation of disability and FS programmes to ensure that they are reaching the most vulnerable children within the specified target group and are applying a rights-based approach.
Priority tasks & responsibilities
Facilitate the undertaking of disability audit in all program locations: in close collaboration with FS Coordinators, the National FSP (Disability) Officer, will develop ToR for the undertaking of the audit.
To ensure children with disabilities and their family members are placed at the heart of the service and are treated courteously and fairly, and consulted in an appropriate fashion about service provision and project designing and implementation.Carrying out and obtaining assessments of the additional needs of children and young people with disabilities and their families.Develop working manual and procedures that guides the implementation of Inclusion Policy.Initiating appropriate statutory action to safeguard children considered at risk of significant harm. Carrying out or arranging relevant therapeutic and preventative activity.Managing a diverse caseload of complex cases, ensuring children with disabilities receive services appropriate for their assessed needs within the project budget.Creating supportive and cost-effective packages of care in the most complex circumstances.Monitor the quality of services and care packages offered to the child and family by ensuring they meet appropriate standards and conform to SOS Children’s Villages Program policies and guidelines.Undertaking regular reviews of care packages provided for children with disabilities and their families.Contribute to multi-stakeholders and multi professional working by developing close working relationships with colleagues and relevant stakeholders, and contribute to the promotion, development and support of resources to children with disabilities.Maintain appropriate records and comply with financial and administrative procedures. Supports program locations to organize and conduct various capacity building and awareness raising activities with regard to disability, Assist the development of national FSP strategy and plans: in cooperation with the National FSP Advisor, FSP co-workers and other stakeholders. This involves developing a national FSP strategy and supporting plans (with clear objectives and budgets), based on the country child rights situation analysis. Also s/he helps FSP-Disability related advice, guidance and support to the Program Directors.
Support identification of opportunities for national partnership building, and supports the development of formal partnership agreements with like-minded groups, organisations and/or institutions operating nationally, as well as complementary service providers.Support whether the proper monitoring and evaluation systems are put in place, on the basis of the international systems requirements, to track and assess the quality of services. Follows the development of each programme ensuring target numbers and participant groups are reached, and that agreed timelines are adhered to. Provides regular progress reports to the National FSP Advisor.Assist implementation of simple and effective financial and administrative procedures, in accordance with defined policies. Guides and supports FSP co-workers in the planning process. Ensures proper utilization of organizational resources, including property, vehicles, equipment and funds.
