Job Description
JOB SUMMARY
The Finance Coordinator will play a key role in coordinating the financial administration of projects according to donor and Save the Children regulations and minimum standards. The job holder expected to plans, organizes, coordinates and monitors the activities of administration and including logistics and vehicle operation, supplies and procurement, security and office management, finance and personnel, warehouse and commodity management; ensures proper implementation of the organization’s policies and procedures including Finance, Admin and HR P & P manuals; ensures the availability of required cash for all operations; follows up the preparation of regular reports to the project management, program sector heads, government and others as needed. The coordinator will be the contact person in the area of Finance, Admin and HR reason for the sub office.
KEY AREAS OF ACCOUNTABILITY
Finance
To follow up proper tracking of all projects expenditure against budget, analyse recurrent costs and expenditure trends, and the financial position.Helping the Project Manager in preparing and revising budgets, checking whether the financial reports have been prepared for the donor, coordinating to provide regular financial updates as and when requested.Coordinating and proper job segregation of Finance Officers and Cashiers.Certify that all payments are substantiated by appropriate source documents, and authorized by budget holders before any payments are affected.Ensure adherence to financial procedures and purchasing procedures established by Save the Children.Check whether the correct deduction of income taxes from staff monthly salaries and paid to the Inland Revenue Authority on a monthly basis; Assist the Field Manager and Project Manager(s) in carrying out variance analysis, Agresso reports, and cash flow projection.Ensure that project activities do not get delayed due to shortage of funds or exchange losses are not incurred due to lack of proper planning.Follow up on timely settlement of different kinds of advances, utility and communication bills.
Administration & Human Resource
Coordinates the activities of administrationEnsures that both administration and financial policies are maintained;Approves payment and other requests, and ensures that resources are utilized properly and for the intended purpose;Ensures that office and property of the organization are safe guarded, and the security of the organization is maintained;Checks that the staff of the organization are on their duty;Ensures that the various activities of the field office are carried out as planned;Prepares different periodic reports;Ensure consistent compliance of HR policies and practice in the Field office. This includes compliance with both employment law and Save CI country and global policy and provides necessary support and training to managers in the field office; work together with Addis Ababa hub to provide effective support to field offices.Effective and transparent management of recruitment from entry to exit which includes proper and transparent selection process, proper documentation, induction and exit interview. This also includes ensuring that all recruited staff have a current contract of employment and comply with all HR policies and practice, local labour law and SCI policies;Ensure that staff benefit management is handled properly at the field office levelEnsure that HR report is submitted to Addis Ababa hub on time; Ensure a complete timesheet is submitted to the hub; Ensure that all newly hired staffs are vetted before formal offer is extended;Ensure that list of all newly hired staff under the Hub are sent to CO HR department/Addis Ababa hub so that they can be registered in Life Insurance scheme on time;
Job Requirements
BA Degree in Accounting, Accounting and Finance, Business Management, Management and related field of study.Diploma/certificate courses in Human Resource/Admin/Logistics is strongly preferredExcellent communication and inter-personal skills.Good written/spoken English.Computer literate with proficiency in basic office software Ms Excel, Ms Word3-5 years’ experience working as Accountant/administrator/HR practitioner preferably with an INGO
