In the last four years, we have funded projects worth over US$5 million in Ethiopia, Somaliland, Somalia and South Sudan. These projects are contributing towards improved access to financial services, education, health, water and sanitation.
Based on lessons learnt from these projects and wide ranging consultation we have carried out, we have developed a new five-year strategy (2016-20). Our strategic objective is to significantly improve the income and livelihoods of 30,000 households in Africa. We are committed to scaling up our work; improving the quality and the effectiveness of our programme selection, design and implementation based on evidence; and achieving significant and lasting improvements in the quality of life of the people whom we support.
The Regional Representative position is a senior leadership role within the Foundation. The position will be based in Addis Ababa, Ethiopia, with regular travel to programme regions in the country and occasional travel to other programme countries in the region and to our office in London. Reporting directly to the CEO, this is a well-remunerated role that will give the right candidate an excellent mix of challenge, motivation and fulfilment.

Job Purpose
The Regional Representative will provide strategic leadership for the development and management of our programmes in line with the vision, mission, values and strategy of the Foundation. S/he will have responsibility for ensuring that all aspects of the programme are managed effectively, including ensuring the highest level programme quality and impact and excellent relationship with national and local governments and other stakeholders. The following duties and responsibilities will in part be supported by the team in London and delegated to or managed by other in-country staff – however, overall responsibility for ensuring performance at all levels will rest with the Regional Representative.
Key duties and responsibilities
Representation
ü To ensure that relationships are developed with government and partner agencies at all levels to enable the appropriate development of the programme.
ü To represent the Foundation with national and local governments, partners, auditors and other stakeholders, including the media and the public.
ü To ensure that the Foundation is fully compliant with all legal and regulatory requirements at all times; and, to inform the CEO at the earliest opportunity if any issues or concerns arise around non-compliance.
Programme Direction, Development and Management
ü To develop the programme based on the organisational strategy, explore the appropriateness of developing country strategies and actively participate in future organisational strategic reviews to respond to changing circumstances.
ü In line with the organisational strategy, to proactively develop well-researched and evidenced programme initiatives for submission to Trustees (via the CEO) for funding.
ü While respecting their autonomy and independence, to effectively engage with, support and monitor partner agencies who will have the primary role of implementing the programmes.
ü To negotiate and manage organisational memorandum of understanding and specific programme agreements with implementing partner organisations.
ü To proactively identify suitable local partners, conduct robust due diligence, identify areas for capacity building and process partnership and contractual arrangements.
ü To actively communicate and work with local partners and communities on programme development, implementation, monitoring, learning and report writing.
ü To ensure that systems are in place to monitor, evaluate, assess the impact of and learn from the programmes.
ü In accordance with agreed schedules, to prepare narrative, financial and other programme-related reports.
Human Resources Development and Management
ü To provide solid leadership and direct line management support to core staff.
ü To recruit and induct staff according to the Foundation’s policies and guidelines.
ü To encourage staff involvement and commitment to the development and management of the programme through regular meetings and field visits and a participatory team approach to decision making.
ü To lead in the further development and implementation of the operational structure and staffing requirement for the effective implementation of the Foundation’s activities.
ü To ensure that a handbook for staff compliant with the Foundation’s HR policies and the local employment law and regulations is developed and updated on a regular basis.
ü To ensure that all staff have well defined and understood contracts and job descriptions.
ü To ensure that all staff participate in annual or more regular appraisals.
ü To identify the training needs of staff and ensure processes are in place to support and encourage appropriate personal and professional development of staff within the context of the organisational objectives.
ü To conduct exit interviews for line managed staff before they leave the Foundation.
Resources and Financial Management
ü To outline the resource requirements for the programme and ensure that systems are in place for the effective management of resources in relation to finance, transport, supplies and capital assets, including maintenance of assets register and vehicle logbooks.
ü To ensure that effective and secure control of the programme’s finances are established and maintained, in line with the Foundation’s financial procedures and guidelines.
ü To monitor administrative and programme finances on a monthly basis and liaise with the London office, if necessary, regarding projected under or over-expenditure.
ü To provide financial reports on a monthly basis to the London office.
ü To monitor the funds transferred to partner organisations and to ensure partners have adequate financial systems and controls.
ü To ensure that anti-virus software is installed on all PCs and updated (at least weekly) and that all finance and programme data is systematically backed up (at least weekly).
Security, Health and Safety and Protection of Children and Vulnerable Adults
ü To maintain an overview of the political and security context, noting how developments may affect programme work.
ü To ensure that robust and effective security plans and procedures are in place and regularly reviewed and updated in order to secure the safety of all staff at all times
ü To ensure that the health and safety policy is regularly reviewed and all staff are aware of this policy and follow its guidelines.
ü To ensure that all staff, volunteers and visitors are aware of and follow the Foundation’s security procedures.
ü To comply with the Foundation’s policies and practice with respect to protection of children and vulnerable adults.
ü To comply with other relevant policies and procedures as they are developed.
Required qualities and skills
ü Postgraduate qualification in a relevant discipline.
ü Minimum ten years’ experience in the leadership and management of similar organisations or large-scale community development programmes, preferably in Africa.
ü Commitment to the vision, mission and values of the Foundation.
ü Capable of managing the delicate balance between getting programmes implemented through partners while respecting their autonomy and independence.
ü Commitment to the capacity building of local institutions based on mutual respect and a collaborative approach.
ü Experience in participatory programme development approaches and techniques.
ü A self-starter, capable of creatively and innovatively developing the programme and the ability to work independently.
ü Excellent communication and team-working skills, with the ability to build good relations, both internally and externally.
ü Capable of rapid and quality turn around on a high workload and multiple tasks.
ü Positive outlook and outgoing personality with solid interpersonal and diplomatic skills.
ü Passion for Africa and good familiarity with the continent.
