Purpose: Coordinate multi-sectoral scabies response in Ethiopia (coordination, planning, implementation and monitoring ) and liaison with government coordination forums
Reporting to: Emergency Specialist, UNICEF – Emergency Coordination Unit
a. Justification and Purpose
The government-led emergency coordination mechanism is in place at the federal and sub-national levels. However, the multi-sectorial coordination for the scabies response is very weak. Given the nature of the scabies outbreak and the current humanitarian situations, the existing coordination structure has to be strengthened to be able to respond effectively. The coordination of the scabies multi-sectoral emergency response involves the following key tasks:
- Ensure an effective coordination of multi- sectoral scabies response with different stakeholders: (a) Federal Ministries of Health and Water, (b) Regional line bureaus, (c) Health and WASH clusters/taskforces, (d) Incident command posts at the different levels, (e) NGOs;
- Provide technical support and facilitate the linkages to key government and UN-led cross-sectoral coordination mechanisms by bringing different expertise and resources together using multispectral coordination approach;
- Support UNICEF and partners with the resource mobilization for the multi-sectoral emergency response to scabies;
- Facilitate all requests from Ministries of Health and Water as well as and the humanitarian country team to UNICEF as far as the scabies emergency response is concerned.
Given the request from RHC to UNICEF and the huge scale of the outbreak, the requested emergency surge capacity is critical to coordinate Health, WASH and C4D interventions to adequately and timely to respond to the scabies outbreak.
b. Purpose
Under the overall guidance of the UNICEF emergency specialist, the SSA will work closely with Health, WASH and C4D Clusters and focal points, partners (INGOs, LNGOs/CBOs/FBOs) and Ministry of Health and Ministry of Water to channel UNICEF support to scabies outbreak responses.
c. Specific Tasks
• Represent UNICEF at the national emergency command post meetings and Health and WASH Cluster meetings on scabies and identify relevant implementing partners for health, WASH, and C4D response, in collaboration with scabies focal points in UNICEF.
• Take lead in conducting capacity mapping of current and potential implementing partners in the scabies affected regions.
• Provide technical support to the Ministry of Health, Ministry of Water and their partners to develop an integrated package of scabies outbreak response interventions, including epidemic preparedness and response plans and protocols in consultation with key stakeholders.
• Channel and oversee UNICEF’s technical, financial, and supply assistance to the respective stakeholders to establish the systems and provisions for an integrated scabies response in affected areas as well as regions at high risk.
• Assist UNICEF programme sections with emergency supply planning and management and fund raising.
• Spearhead multi-sectoral national contingency planning processes for the scabies emergency response together with relevant government authorities and partners.
• Develop key monitoring indicators for the effective and timely scabies emergency response. Together with the respective stakeholders, establish a database to monitor the performance of the response.
d. Expected Deliverables:
• Development of an integrated package of scabies outbreak response interventions, including epidemic preparedness and response plans and protocols in consultation with key stakeholders.
• Development of key monitoring indicators for the effective and timely scabies emergency response
• Weekly SitRep on multi-sectoral emergency response;
• Monthly summary report on scabies responses;
• Relevant scabies technical guidelines and documents on integrated multi-sectoral responses;
• As requested by the Emergency Specialist or Sections Chiefs, updates on the progress with the scabies response;
• As requested by the Emergency Specialist, draft donor proposals and donor reports;
• Final report on the completion of the surge capacity mission.
e. Desired Qualifications & Experience:
• Advanced university degree in Medicine, WASH, Public Health, Community Health or related fields (preferably with specialized training on public health in complex emergencies, in epidemiology, disease control, health education/C4D);
• Eight years of professional work experience at the national and international levels in coordination, planning, programming, implementation monitoring and evaluation of public health emergency programmes relevant to communicable disease control.
• Professional work experience in a managerial position, or a technical expert position in health, WASH or C4D.
• Working experience with UNICEF, international health NGOs and other relevant agencies;
• Working experience in emergency settings;
• Ability to work under tight schedule and respond to multiple demands;
• Very good analytical and computer skills;
• Excellent writing skills and demonstrable experience in qualitative and quantitative epidemiological information analysis, programme monitoring and reporting.
