VII. Job Profile
The Learning and Knowledge Management Field Specialist will work with the Pastoralists’ Areas Resilience Improvement through Market Expansion (PRIME) program team to conduct innovation, learning and knowledge management activities, which will require close collaboration with front line staffs, field-level technical advisors and specialist , and program/technical officers, as well as cluster managers. S/he will be coordinating closely with the PRIME team and the FO LDM Advisor to ensure harmonization and appropriate sequencing of activities.
VIII. Duties and Responsibilities
· Assist to ensure the implementation of the LKM strategy at field level
· Ensure the implementation and monitoring of the PRIME M&E plan at field and central level based on annual work plans and progress in partners’ capacity.
· Assist the LKM field level advisor in documenting key information for cluster stakeholders and beneficiaries through establishing feedback mechanisms
· Assist the LDM Manager in implementing an LKM culture throughout the PRIME project, including sub-grantees and contractors, different technical units and cross-cutting areas, and in different locations throughout the Afar cluster.
· Assist LKM partners in conducting field-level surveys, research and other assessments.( the seasonal DPPC led multi-agency crop and livestock assessments and in emergency needs assessments)
- Gather lessons learned from partner activities and disseminate information to all partners.
- With the assistance of the LDM Manager and communication specialist design documents that can assist partners in describing PRIME activities to stakeholders.
· Assists the PRIME team in analyzing and interpreting project data;
· Assist PRIME field team including partners in the preparation of quarterly or biannual reports
· Generate output data reports in communication with the PQL unit in Addis Ababa to ensure data reported in the field and in Addis Ababa is compatible
· Responsible for establishing and managing information and learning system of PRIME;
· Assist in training partner staff on learning and knowledge management, and monitoring and evaluation as needed, and work closely with the capacity building officer and LKM team in Addis Ababa to continuously assess partners’ capacity in LKM and M&E.
Job Requirements
§ Bachelor’s Degree in social sciences, statistics, monitoring and evaluation and other related fields
Desired:
§ MSc Degree in social sciences, statistics, monitoring and evaluation, or related field is required or demonstrated equivalent work experience in the field
§ Knowledge of statistical software such as SPSS or other type of databases such as MS-Excel and MS-Access.
§ Knowledge of the local language (Afari) is an advantage
B. EXPERIENCE:
Required:
Three years proven technical experience in implementing LKM and M&E system
- Demonstrated experience in data analysis at output and outcome levels.
- Previous experience in capacity building and training non-M&E staff
Desired:
§ Highly proficient in Excel, Word, data analysis software and comfortable with online information systems
§ Working knowledge in chronically vulnerable pastoral communities
