REF: Call for CVS- For the Consultancy Services As Project Support Assistant For The Department Of Trade And Industry: 50/TDI/15
- The African Union Commission (AUC), ‘the Client’ has received funding from USAID and would like to apply part of the funding for consultancy services as Project Support Assistant for the Department of Trade and Industry (DTI) within the framework for support for the year 2015/16.
- The AUC now invites interested Individual Consultants to submit CVs for the assignment as per attached Terms of Reference (TORS). AUC policy requires consultants to provide professional, objective, and impartial advice, and at all times hold the Client’s interests paramount, without any consideration for future work, and strictly avoid conflicts with other assignments or their own interests.
- A Consultant will be selected under Consultancy Qualification Selection Method procedures described below. The pass mark for CVs shall be 70%. The Consultant with the highest score will be invited for negotiations on the fees.
- The CVs with a covering letter must be delivered by e-mail to Tender@africa-union.org or in hard copy to The Chairperson, Tender Board, African Union Commission, Building C, 3rd floor, TENDER BOX, Roosevelt Street, P. O. Box 3243, Addis Ababa, Ethiopia.
- The title of the Procurement must appear as subject of e-mail submissions or on the envelope for hard copy submissions.
- The Deadline for submission of CVs is 18 November 2015 at 15hours Addis Ababa Time. Late applications will not be considered.

SECTION II: TERMS OF REFERENCE
CONSULTANCY SERVICES AS PROJECT SUPPORT ASSISTANT FOR THE DEPARTMENT OF TRADE AND INDUSTRY
Introduction
African Union (AU) is an intergovernmental organization and a successor to the Organization of Africa Unity (OAU) established on 25 th of May 1963 with current membership of 54 (Fifty four) member states and aims to promote peace, security and solidarity on the African Continent. Its secretariat is the African Union Commission situated in Addis Ababa, Ethiopia.
Currently the department is constrained in the area of technical and Project Support, reporting and monitoring and evaluation due to heavy work being undertaken for continental and regional integration. Specifically the department will be engaged with the recently launched of CFTA Negotiations that are to be concluded by 2017. This is a huge exercise on top of the regular work the department is obligated to perform in the implementation of continental/global initiatives such as the Boosting Intra African Trade, BIAT, Accelerated Industrial Development for Africa (AIDA), Africa Mining Vision (AMV), Pharmaceutical Manufacturing Action Business Plan (PMPA) (and African Agribusiness and Agro-industries Development Initiative 3ADI etc.
Currently DTI is composed of three Divisions: Industry, Trade and Customs. However, the 1st extra-Ordinary Session of AU Ministers Responsible for Mineral Resource Development decided that a Mineral Resource Division be established in the Department. Although the Division has not officially been established there is currently a Mining Unit that is working on the implementation of the Ministerial Decisions and also preparing for the forth-coming Ministerial meetings under the New Specialized Technical Committee (STC) framework for Ministers responsible for Trade, Industry and Minerals. This has increased the pressure on the overall departmental administrative requirements particularly in terms of Project assistant, reporting and monitoring and evaluation.
The support being sought is for a Consultant (24 Months from October 2015) for a project support Assistant who will assist the Department with key general and project support services including monitoring and evaluation and some technical issues where necessary for the 2015/16 and 2016/2017 Activities under the Productive Capacities Pillar of BIAT. It should be noted that this is for supporting and assisting the projects under the Department in the area on Productive Capacity Building. The Terms of Reference for this consultancy are as follows
Terms of reference for a Project Support Assistant
The project assistant will provide technical support to the Department of Trade and Industry under the area of Productive Capacities and more specifically to the Unit of Mineral Resources. The project Assistant will have the responsibility to ensure efficient and effective implementation of the DTI Continental projects under the general framework of Boosting Intra African Trade (BIAT), advocacy activities towards the sustainability of implementation of the Plan of Action for the Accelerated Industrial Development of Africa (AIDA) and the African mining Vision (AMV) and Consultative meetings with RECs and Member States for domestication and resource mobilization of AIDA and the AMV.
Specific responsibilities
- Assist in providing general support to the department. In this regard prepare annual and quarterly work plans aligned to the department’s strategic work plan with indicators and deliverables and submit for approval;
- Assist in coordinating with donors, government agencies and other partners and Schedules meetings of the division;
- Assist in coordinating the travel of the senior Management and Staff
- Arranges travel itineraries and costs for the division;
- Maintain filing on programme and technical matters;
- Assist in conducting regular monitoring and evaluation of the implementation of DTI Continental Projects with specific focus on the Productive capacity Pillar of BIAT,
- Participate in quarterly work planning and progress reporting meetings,
- Implementation of projects in line with Agenda 2063 Work Plan that was endorsed by the Heads of State in June 2015
- Organizing a stakeholders retreat for the key Stakeholders and partners of AUC/DTI to discuss the implementation of 2016 – 2017 work plans and to review the implementation of DTI projects
- Organizing consultative meetings with RECs and Member states for domestication of DTI Initiatives and programmers,
Qualifications
The Project Assistant shall possess the following skills and qualifications as a minimum
- Bachelor’s Degree in Public Administration, Business, Management, knowledge management and related fields;
- Work Experience with International Organisations of similar stature
- Knowledge and experience with project / programme administration
Skills
- Capacity to work under pressure in a multicultural environment;
- Excellent knowledge of the workings of international organizations;
- Good drafting skills;
- Computer literate;
- Strong analytical skills, oral and written communication and team building skills;
Language Requirement: Knowledge in one of the African Union working languages is mandatory.
Tenure of Appointment: The duration of the consultancy is 11months.
