Plan has been operating in Ethiopia since 1995, and currently operates in four regions of the country with a range of multi-sectoral development and humanitarian programmes. A process to realign the organizational structure and workforce with the current country strategic plan and its priorities has recently been conducted, and accordingly, we are looking for a suitable candidate to fill the following position from internal and/or external applicants.

Purpose of the Job
Plan Ethiopia’s major emergency response interventions for South Sudanese refugees in Gambella include education in emergencies, and child protection in emergencies.
The project implementation manager is responsible for the coordination, leading and ensuring effective project management and implementation of Child Protection in Emergencies of the Gambella emergency response. The post holder has a wide range of responsibilities in coordination of human, material and financial resources for the effective implementation of the project at the refugee camp areas & host community as well as monitoring, evaluation and reporting on the progress of project activities.
Typical Responsibilities –
1. Overall Project Management & Coordination
Organize project planning and monitoring meetings with key staff, partners and stakeholders.Coordinate with Finance, Procurement, and Logistics to access support required for project implementation.Update project outline with any significant changes in context and send to ERRP Lead or Emergency Team for approval. Participate in coordination and cluster meetings. Coordinate with Program Effectiveness Lead to set up monitoring and evaluation mechanisms.Draft donor reports identify¬ing milestones to share with CO emergency team and Business Development Team Act as point of contact for national organizations.Draw project exit strategy and share with ERRP Lead for review and final sign-off.Analyze whether regional and international resources are needed within the project and inform ERRP team of final decision and requestRelease development program staff and other resources to support on-going emergency.Support the organization and implementation of Real Time Evaluations.
2. Assessment
Provide sectoral leadership and expertise in the assessment.Conduct initial rapid assessment of current situation in collaboration with local specialists and affected population; determine priorities and immediate activities and resourcesReview, assess and update the child protection situation in areas affected by emergency (including, but not limited to – depending on the context – the forms of violence, exploitation and abuse in relation to sexual violence, HIV/Aids, children associated with fighting forces, separated children, child trafficking and other relevant circumstances affecting child vulnerability to violence, exploitation and abuse)Highlight protection issues requiring a response – both immediate (less than 2 months) and medium term and make recommendations on specific PLAN actions required. Ensure core commitments to children are taken into consideration. Represent PLAN to child and other protection clusters, stakeholders and Governmental and non-Governmental agencies for the purposes of the protection aspects of the assessment.Assess in-country resources, human, material and financial for response with relevant staff and agencies and assist in capacity building of national staff.Identify potential partnerships to implement recommendations, assess potential partners where available or make recommendations on how to fill gaps.
3. Program Design
Define aims and objectives of the overall child protection program.In collaboration with national and international Child Protection Actors, map current institutional response capacities – including conducting a child protection specific 3Ws.In collaboration with Child Protection Actors, develop a realistic evidence‐based, ChildProtection program plan, including both programmatic and advocacy activities (results oriented)Design most appropriate child protection interventions based on the outcomes of assessments and the context.Ensure that issues of gender, education, DRR, and conflict sensitivity are factored into the program design.Ensure PLAN’s guidelines, UNHCR & UNICEF Child Protection Guidelines and UN Child protection cluster standards are considered and any departures documented. Work in close collaboration with other program specialists to ensure that emergency interventions build upon each other and link in to longer term programming.Develop a child protection Program Plan, concept papers, and proposals in respect of the above.
4. Response Management and Implementation
Work closely with the relevant implementation manager(s) to ensure that the implementation of relevant activities are planned and implemented in a phased and prioritised manner in full consultation and co-ordination with all relevant agencies both governmental and non-governmental.Provide technical guidance and direction to PLAN for effective planning, implementation and monitoring of agreed child protection plans including the psychosocial recovery (care) and assistance (legal and social) to vulnerable children and their families. Make frequent field visits to all affected provinces to monitor implementation of activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training or other.Design and develop appropriate surveillance, monitoring and evaluation systems for child protection interventions.Support and coordinate the Monitoring and reporting of child protection concerns and violations of child rights commitments embodied in the UNCRC, resolution 1612 and other legal instruments.Ensure early and rigorous implementation of quality and accountability mechanisms.
5. Response Reporting & Evaluation
Evaluate the implementation of PLAN child protection activities and draft recommendations for improved program designDraft child protection interventions reports to serve as standalone deliverables or to be included in larger emergency response reports for both donor and internal purposes.
6. Information and Co-ordination
Provide regular updates to Emergency Response Manager/ Programme Area Manager and emergency team on progress, priorities and constraints – verbally and in writing on an agreed frequency.Represent PLAN to governmental and non-governmental groups as needed and agreed with the Team Leader.Support the implementation of, and represent PLAN in, child protection coordination mechanisms including any relevant cluster.Brief updates and reports on sectoral activities/strategies to donors and other stakeholders.
7. Human Resources and Administration
Coordinate and/or implement training and briefing of PLAN staff, partners, and other key stakeholders on child protection and/or related issues.Orient, train, and coach camp management staff as necessary;Manage the performance of the camp management team in all aspects of the work with special emphasis on child protection and education in emergency.
Dealing with Problems:
Resolves many challenges which typically occur in camp management at the PA level, while introducing innovations as needed to meet the demands of a dynamic and sometimes unpredictable operating environment while ensuring Plan systems and policies are adhered to
Communications and Working Relationships:
Externally: Initiate, develop and maintain a range of working relationships, including with government counterparts, implementing partners and other development organizations with the region.
Internally: Effective working relationships within the program area are also essential. The job holder will have some level of communication with, Plan staff and various internal staff networks.

Educational Qualification and Experience
B.A. degree in Emergency Management, Humanitarian studies, Education, Sociology & Anthropology, Community Development, social science and MA holders are appreciated Five years of relevant experience preferably in managing Child Protection in Emergency projects and supporting refugees.
Knowledge
Knowledge of child protection in emergencies activities at refugee camps and understanding of international NGOs is preferred. Awareness of child protection issues in Emergencies such as case management, CPMIS, Child Friendly SpacesSensitivity to gender and child protection. Previous first phase and chronic emergency experience is essentialAbility to identify the main child protection needs affecting children and to inform an holistic response for childrenGood knowledge of and experience in using inter-agency child protection standards and guidelines, such as the Inter-agency Guidelines on the Paris Principles, , Separated and Unaccompanied Children, Alternative care, and the Minimum Standards for Child Protection in Humanitarian Settings.Training and capacity building experience – demonstrates to be able to strengthen the capacity of various actors in child protectionExtensive representational experience: can demonstrate the ability to represent Plan effectively in external forums.Experience of preparing successful funding proposals for donors
