Amref Health Africa (formerly African Medical Research Foundation) is the premier African-led international health development organization headquartered in Nairobi, Kenya. Founded in 1957 as the Flying Doctors of East Africa to bring critical health services to remote communities, Amref Health Africa in the intervening years has broadened its mission to include training of some 500 thousand community health workers and managing the design and implementation of health development projects in more than 30 countries across Africa. With a focus on women and children, Amref Health Africa strives to overcome the most critical health challenges facing the continent: maternal and child health, HIV & TB, malaria, clean water and sanitation and surgical and clinical outreach. Amref Health Africa has offices in Kenya, Ethiopia, South Africa, South Sudan, Senegal, Tanzania and Uganda as well as in Europe and North America. The organization employs over 1,000 people.
Amref Health Africa in Ethiopia had been implementing the project titled: “Strengthening of local capacities for the development of safe and sustainable water supply systems and basic sanitation in Afar region, Ethiopia”
We are currently seeking a consultant firm to conduct a End Term Evaluation for the above mentioned project.
Objective of the Evaluation
The overall objective of this end term evaluation is to assess the outcomes and output of the project taking into consideration its objectives against the project log frame. The baseline information will be used as a reference point to measure the changes achieved.
The evaluation attempts to determine, as systematically and objectively as possible, the relevance, efficiency, effectiveness, impact and sustainability of the project. The evaluation will assess the achievements of the project against its stated outcomes, including a re-examination of the relevance of the outcomes and outputs of the project. It will also identify significant factors that hinder/contribute to achievement of the outcomes. As a consequence, the results of this evaluation will be used as a lesson and extraction of knowledge for future program development.
Overall Objective of the assessment
More specifically, the evaluation will focus on addressing the following core areas:
Relevance and quality of design of the project: The appropriateness of project’s objectives to the real problems, needs and priorities of its target groups/beneficiaries and the quality of the design through which these objectives are to be reached.
To what extent has the project contributed to rights awareness, whose rights and what impact has there been?Is the current design sufficiently taking cross-cutting issues into account?Is the current design sufficiently supported by all stakeholders?How well did the project relate to the country’s poverty reduction plan?
The potential consultancy firm is required to meet the following minimum requirements in order to qualify for the submission of proposal.
The potential consultant is required to meet the following minimum requirements in order to qualify for the submission of his/her proposal:
· Previous experience in similar tasks or consultancies; applicants for bid must have experience in health related projects/programs monitoring, evaluation, impact assessment and data collection methods, preferably in a nomadic community setup.
· Applicants shall have WASH and health related professionals with a minimum of Masters Degree in relevant fields (at least the team leader) to undertake the proposed assessment.
· Attachment of all supportive documents with the technical and financial proposal is required.
· Knowledge of the project area and knowledge of the local language will be considered a plus.
· The consultant should be a registered firm and whose license has been renewed for the current Ethiopian fiscal year.
