Water Quality Officer


ORGANIZATIONAL DESCRIPTION:


The IRC is a Non-Governmental humanitarian organization working world wide to serve refugees and communities victimized by oppression, natural disaster and violent conflict. The IRC has been working in Ethiopia since 2000 and is currently working in six regions including the Gambella Regional State where it started operations in 2011.


 


PROGRAMS BACKGROUND:


IRC Ethiopia is a key actor in the WASH sector in six regions, including Gambella region where it has been implementing safe water supply program towards improving health and wellbeing of South Sudanese Refugees at Pugnido and Okugu refugee Camp. In addition, the IRC has been implementing CCM and emergency Water, Sanitation and Hygiene (WASH) and NFIs interventions at target communities of the region. Currently IRC Gambella Field Office is expanding its WASH responses at Pugnido, Okugu and in newly opened camps at Tierkidi and Pugnido II refugee camps.


 


JOB PURPOSE:


The Water Quality Officer reports to the Camp Manager and Environmental Health Managers, and is responsible for   ensuring the supply of potable water to refugees In Gambella, Pugndo II refugee camp Primary responsibilities include overseeing the proper treatment of water at service reservoir/Pioneer tanks  ; supervision and monitoring of regular water quality test activities; set up of water quality data management system (data collection, entry, analysis, reporting); and conducting regular trainings to build the staff capacity on water quality. The water quality officer position also requires proper management of equipment, consumables and other resources under the program and reporting periodically to supervisors.


DETAILED RESPONSIBILITIES


Operation:


·         Ensure proper treatment/disinfection of water at treatment plants.


·         Establish clear and straightforward management systems including Jar tests, Chlorine dosage, chemical preparation, etc.


·         Organize regular water quality data monitoring system and conduct regular water quality test starting from the Intake/borehole, to different stages of treatment plant, tap stands, storage reservoir/s, household level, etc to ensure refugees/host community are supplied with safe water as per HCR and international standards.


·         Develop necessary formats and a database for regular water quality data collection, data entry, storage, analysis and report production.


·         Raise purchase requests for procurement of equipments, reagents, treatment chemicals, and ensure the availably of all necessary items in stock for regular water quality test and operation.


·         Ensure the cleaning of service reservoir, and clean water wells/Pioneer tanks at regular, scheduled intervals.


·         Prepare the preparation of Operation manuals for the water treatment plants in all camps


·         Work with Environmental Health officer and coordinate with other IPs on information sharing related with water quality and promotion of proper water storage at household level.


·         Summarize and produce weekly, and monthly  water quality report and share for each refugee camps to inform the status and action to be taken;


 


Capacity building:


·         Conduct quarter regular training/refreshment/ for water quality team members at Pugndo refugee camps including EH team  and social workers;


·         Prepare notes, modules, and other related resources regarding the training component and share for the trainees;


·         Organize the laboratories with necessary equipments, manuals for equipments, books, and other electronic reference materials.




Qualification:


 


·  Diploma , Bachelor of science or Post graduate level  in Sanitary Engineering, Water Quality Laboratory technician, Applied Chemistry, applied Biology, or any other relevant field of studies


 


Minimum work experience 




·         6 years of relevant experience for diploma holders.


·         4 years of relevant experience with the first degree.


·         2 years of relevant experience plus post graduate degree.


·         NGO experience is a plus.


Skills Required


·         Supervisory/basic managerial skills.


·         Technical and report writing skills


·         Computer literate.


·         Fluent spoken and written English.


·         Good communication and interpersonal
