Contract Duration. :12 months
The United Nations Children’s Fund (UNICEF), the world’s leading organization working for the rights of children, is inviting applications for the above position.
Purpose of the post
Under the supervision of Director of the Social Welfare Promotion Development Directorate of the MoLSA, the incumbent strengthen the technical capacities of MoLSA and Agencies of Labour and Social in the coordination and facilitation of the National and Regional Social Protection Platform and manage of other social protection related TA at MoLSA and all Direct Support Beneficiaries (DSB) activities.
Major Duties and Responsibilities of this post include
- Manage the National Social Protection Platform (NSPP) secretariat in coordinating and implementing annual work plans;
- Organize and facilitate regular platform meetings; suggest the agenda, call meeting, take minutes and communicate timely with all concerned partners in consultation with the Director of social welfare development promotion directorate and the chair-person of the platform
- Prepare and submit reports of the activities of the national and Regional Social Protection Platforms(RSPP) as well as the progress made on any other major SP programmes in the country with a specific focus on coordination activities
- Manage, coordinate and assist the team of TAs working at MoLSA under the supervision of the directorate of Social Development (SCT coordinator (TA), Social Welfare Workforce (SWW) TA, TA for Financial management, MIS Expert TA) at federal level.
- In collaboration with the SCT coordinator at federal, compile information regarding updates and evidences from the pilot programs in Oromia and SNNPR and communicate with stakeholders as necessary
- In collaboration with the SWW TA, incorporate major progress on the development of the social welfare workforce and communicate with stakeholders as necessary,
- Contribute to the development of a single registry data management system at the national level for all social protection related programmes and interventions in the country;
- In collaboration with the co-chairs of the system development, participate and contribute towards the efforts of building the MIS for the PSNP that include the Direct Support Clients and other social protection related programs as separate MISs,
- Facilitate and assist the smooth and legal establishment of a social protection council, for overall coordination and leadership, based on the direction and provision of the National Social Protection Policy.
- Assist the rolling out process of the Rural- and Urban- Productive Safety Net Programs in collaboration with the Social welfare development promotion directorate and other stakeholders.
- Attend all PSNP (DSBs) related meetings including the systems TC, Social Development task force, Nutrition task force, Capacity building TC, and other related activities.
MINIMUM REQUIREMENTS
Education requirements
- A minimum of Advanced University Degree, Sociology, Economics, Social Work, Development Studies, and other very closely related disciplines.
Work Experience
- A minimum of Five years professional relevant work experience working in the areas of social protection related projects/Programmes. Prior experience of social protection work with emphasis on child focused social welfare systems development. Leadership and teamwork abilities. Ability to work through networking and in partnership. Current knowledge of development issues, policies as well as social protection policies and procedures in international development cooperation. Good analytical, negotiating, communication and advocacy skills. Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the institution.
Language Proficiency
- Fluency in English (both verbal and drafting skills).
