Job purpose:
- To ensure the design and development of new programme/project proposal based on the contextual analysis and needs as per Concern Worldwide and donor format and guideline.
- To ensure the overall effective coordination and management of the implementation of PSNP [Productive Safety Net Program] – NNP /National Nutrition Program] Pilot Program with standard quality in Halaba Special Woreda and Shashego Woreda, Hadiya Zone, SNNPR.
- To provide appropriate technical and managerial support and guidance for all Concern staff and ensure the proper and timely implementation of the project activities as per Concern’s and donor quality standards.
- To ensure strong and cordial working relationships and collaboration with relevant partner: local community, Government bodies and L/INGOs working in the operational areas to maximize coverage and impact.
- To ensure the establishment of effective and strong coordination with Woreda representatives from multiple sectors engaged in the PSNP4 [Productive Safety Net Program 4] pilot project.
- To ensure effective and efficient budget planning, management and utilization of the program in accordance with Concern and donor rules and procedures;
- The represent Concern periodically as required at Woreda and Zonal level feedback sessions.
Main Duties and Responsibilities:
- Provide appropriate managerial and technical and supportive supervision support for Concern field staff and/ or partner staff to implement the project activities on time and standard quality.
- Undertake regular technical support and maintain daily liaison with Concern’s partner to ensure the agriculture component is implemented and delivered as per the project document and required specification and quality on time.
- Conduct regular supervision and monitoring visits at community level in both woredas, to ensure the existence of proper project linkages and then provide necessary mentoring and technical support as required.
- Ensure the proper implementation of each project activity is monitored and reported as per the agreed Monitoring and Evaluation plan and share the report to concerned bodies.
- Ensure the effective and proper implementation of all programme activities and budget (Both Direct by Concern or/and Partner) in line with the agreed proposal document and action plan.
- Design and provide appropriate orientation, and ongoing technical support to Concern field staff and! or partner staff to implement the activities with standard quality and time as per the proposal document and action plan.
- Provide appropriate training and orientation to field team members or! and partner staff on the objective, strategies, target group, etc of the project.
- Prepare and share a comprehensive and detailed work plan of the project activities in coordination with the responsible Concern Worldwide Ethiopia staff at Head office and South Area Office.
- Facilitate technical training on IYCF and Nutrition Sensitive Agriculture for government extension workers, Woreda administration and technical staff and also target farmers and care takers of children less than two ages.
- Ensure all the training and capacity building activities organized and provided by Concern are delivered with acceptable quality standard at community level, target households and schools.
- Produce quality, reliable and timely progress, monthly, quarter, biannual and annual reports on the project implementation, challenges, best practices and learning for Concern, donor and Government as per the standard format and schedules.
- Review partners’ quarter, biannual and annual reports and provide appropriate feedback, technical support and guidance on outstanding issues and follow up the implementation.
- Maintain effective and efficient budget implementation and management and also ensuring adherence to Concern Worldwide and donor rules and procedures.
- Ensuring strict adherence to Concern Ethiopia Financial Procedures and Fraud Policy, and remaining within the boundaries of these policies at all times in budget utilization and management;
- Adhere to the UNICEF budget plan with ICE and reimbursement conditions respected as per the project contract agreement and in line with Concern Financial policies.
- Ensure preparation of budget review of the programme both Concern Direct implement and partners as per the schedule and guideline/format and submit on time.
- Prepare and submit monthly cash request for the programme and review and verify the budget request of partners for livelihood programme and follow up the transfer of the budget on time.
- Provide regular technical and supervision support or coach field staffs and build their capacity and manage as per the organization policies and procedures.
- Ensure all Concern staff and partners staff are oriented on and adhere to the principles outlined in Concern’s Programme Participant Protection Policy and Code of Conduct as per the organization policies and procedures.
- Take the leading role and conduct regular joint monitoring and evaluation activities of the programme with key Government offices specifically Agriculture, Health, Education and MOLSA as appropriate.
- Prepare monitoring checklist and schedule and share with concerned Concern staff at Addis Ababa and South Area Office.
- Undertake regular technical and supportive supervision support visit and ensure the implementation of the planned activities are as per programme document and standard quality.
- Prepare and share the major finding of the monitoring and other technical support visit report to concerned staff at Concern Worldwide Ethiopia.
- Facilitate and conduct annual programme and learning review sessions as per Concern standard procedure and timeline and share the report.
- Participate at various networks and collaboration forum with government and other relevant organizations related with the program for learning and experience sharing.
- Work closely with partner organizations and various networks to establish and develop partnership based on mutual respect and understanding, shared values & principles to achieve common goals.
- Establish and maintain strong and cordial working relationships and collaboration with relevant partner: beneficiaries, local community, Zonal and Woreda Government sector offices and other organizations/INGOs working in both woredas,
- Design and implement appropriate strategies to ensure the mainstreaming of all cross cutting issues: accountability, gender, inequality and HIV/AIDS in all the programme planning, implementation and monitoring and evaluation as per Concern Worldwide guidelines.
- Respect Concern Ethiopia Standard Operating Procedures and ensure the safety and security of project staff in line with the Security Management plan (SMP) and Safety First guidelines.
- Perform any other task as assigned by the South Area Programme Coordinator
Qualifications and Experience Required;Essential;
- Master’s Degree or Bachelor’s Degree in Agriculture, Public Health, Nutrition and related fields of study with minimum 5years or 8 years relevant and proven experience.
- Minimum 4 years NGO experience
- Computer Literate
- Ability to communicate effectively in both oral and written English.
- Excellent report writing capacity
- Excellent interpersonal communication and skill
- A strong knowledge and experience of project management
- Good staff management experience and capacity

Job Purpose:
- To take the overall responsibility of planning, implementing, reporting and monitoring and evaluating of Health, Nutrition and Livelihood activities of the project: in line with Concern Worldwide policies and programme proposals.
- To provide appropriate technical and managerial support and guidance for field staff to ensure the proper and effective and timely execution of the project activities as per Concern’s and donor standards.
- To Ensure PSNP4 [Productive Safety Net Program 4] services are linked with MIYCF / Mother, Infant, Youth and Children Feeding/ and livelihood practices in the target population.
- To ensure effective and efficient budget planning and utilization of the programme as per the grant document.
- To establish and maintain smooth working relationships and linkage with target beneficiaries, local community, Government bodies and NGOs at all levels in target Woredas.
Main Duties and Responsibilities;
- Conduct and participate in contextual assessment, and also design and development of Concept note and project proposal as per Concern and donor format
- Prepare detailed operational activity and budget plan for the programme of the respective target Woreda and communicate clearly for field staff and concerned stakeholders.
- Ensure the implementation of project activity and budget with standard quality and as per the project document, M&E plan, and Concern and donor procedures.
- To ensure optimal Mother, Infant, Youth and Children Feeding [MIYCF] practices are cross cutting in all aspects of the HEP, and the new modalities of nutrition support within the PSNP4 are implemented with emphasis to optimal MIY practices;
- Provide necessary support, facilitate and also participate in the baseline and end tine data collection of the project in collaboration with UNICEF and responsible consultant I researcher;
- Facilitate and provide appropriate mentoring ,,and training support for HEW; and then support them to cascade the skills for WDA/women Development Army/ to ensure that all MOH staff are delivered key MIYCF messages during HEP service consultations, community conservations, PSNP contact points and through cooking demonstrations at kebele level;
- Provide technical supportive supervision support and ensure appropriate use of MIYCF related IEC materials at all contact points in the community, nutrition clubs of target school and through health service providers;
- Facilitate and provide capacity building trainings for field staff under his/her supervision on relevant Health and Nutrition topics as per the need assessment to ensure quality and timely implementation of the activities;
- Prepare and implement appropriate technical and supportive supervision support plan for staff under her/his supervision based on the need assessment and report on time;
- Ensure the proper and effective as well as timely utilization of budget as per the agreed work plan of Concern and agriculture partner; and also Concern and donor financial procedure.
- Prepare and submit periodic quality progress reports as per the format on PSNP4 pilot project (monthly, quarterly, bi-annually, annually and donor reports) in timely manner;
- Produce concise, reliable and timely progress reports on achievements, challenges, best practices, learning, etc. and share for concerned parties as per schedule.
- Regularly collect and document as well as maintain project progress data in the implementation of activities (at activity, output and impact level) for internal lessons learning and also for sharing with Government bodies at Woreda level;
- Ensure that proper collection and .documentation of relevant data/information of the programme implementation is maintained at woreda level.
- Check/follow-up the monthly management account and ensure that the financial utilization report is correct and in line with the accomplished activity & planned budget; & give feedback on time.
- Ensure That all programme related disbursements are in line with project agreement.
- Prepare and conduct appropriate trainings for concerned staff of Concern and key stakeholders that involve in the project design, implementation, M & E process;
- Facilitate and ensure strong linkage and collaboration with programme staff and external stakeholders in the implementation of project activities;
- Particulate and support the development of participatory program)project monitoring plan; and internalize and then implement accordingly;
- Facilitate and participate in quarterly based joint monitoring and review sessions with Woreda key stakeholders to ensure the project status is in line with the implementation plans;
- Plan and implement and ensure all cross cutting issues: accountability, gender, inequality, HIV and AIDS, environmental protection and DRR are mainstreamed in line with Concern Worldwide guidelines.
- Ensure all staff under her/his supervision are oriented and well aware on mainstreaming of all cross cutting issues in the project:

JOB PURPOSE:
- To ensure the design and proper implementation of appropriate interventions to strengthen the primary health care delivery system of the health facilities and improve disease prevention and control program; family planning and MCH services, etc.
- To develop and execute comprehensive capacity building support for the existing Health facilities and Workers for proper implementation of the national malaria epidemic and other communicable disease prevention, control and treatment program:
- To, strengthen and ensure the provision of CMAM and related services at Health facilities as per national standard through providing regular on ob training and supervise supervision support
- To ensure the proper implementation of Health and Nutrition project activities including preventive health and nutrition components, etc adhering to national standards and quality.
Main Duties and Responsibilities;
- Prepare and share detail implementation plan of health and nutrition sectors in collaboration with concerned stake holders.
- Ensure proper and timely implementation of health and nutrition sector of the project with standard quality and efficiently.
- Participate and contribute in contextual assessment and program/project design and development process.
- Enhance the capacity health workers through regular on-job training, follow up and supportive support and ensure the improvement case management skills as per standard guidelines.
- Provide technical and supportive supervision support to for Heath workers and health facilities and improve delivery of IMCI, etc.
- Organize and facilitate capacity building trainings in health and nutrition sector as per the national standard and enhance skills of health workers and HEWs to correctly assess, classify, and manage common childhood illnesses.
- Provide regular technical and other logistic necessary support for Woreda health office and health facilities to plan and implement malaria campaigns and ensure malaria outbreak is properly prevented in the Woreda.
- Facilitate and provide necessary logistic and technical support for woreda Health office to srengthen campaigns and social mobilizations e.g. vaccination, EQS and others.
- Provide on job training and supportive supervision support and enhance the management and treatment skills and services of health professionals and HEWs on CMAM, Communicable disease and related health services.
- Train and enhance the awareness and skills of HAD on prevention of top communicable diseases, CMAM, IYCF, FP, Environmental sanitation, institutional delivery, etc
- Provide regular technical supportive supervision support for HADs to plan and implement health and nutrition promotion education on prevention of top communicable diseases, CMAM, IYCF, malaria, institutional delivery, etc for respective kebele community.
- Conduct community awareness raising sessions in collaboration with WDA on CMAM IYCF and related health and nutrition issues in social gatherings, etc events,
- Establish and strengthen school clubs and youth clubs to promote and educate and enhance the aware of the communities on health and nutritional topics such as: IYCF, FP and related topics,
- Prepare and submit periodic quality progress reports on Health and Nutrition sector (monthly, quarterly, bi-annually, annually and donor reports);
- Collect and document all progress in the implementation of activities (at activity, output and impact level) and maintain project data recording and documentation system;
- Record and document relevant data on health and nutrition sector using appropriate database on time at Woreda level.
- Prepares detailed Health and Nutrition sector budget plan and Ensure the proper implementation and utilization of the allocated budget in line with Concern and donor Finance procedures as well as approved project document on agreed timeframe;
- Participate and give appropriate input for Health and Nutrition Sector in Budget Revision time;
- Properly manage and administer as well as guide Concern staff under her/his supervision;
- Provide technical and supervision support or coach and build the capacity of field staffs under his/her supervision to perform their assigned roles and responsibilities;
- Ensure strong linkage and integration of health and nutrition sector with other components of the programme such as livelihood, WASH and DRR;

- Participate and develop participatory program /project monitoring plan with other project staff; and implement the action plan accordingly;
- Facilitate and participate in different assessment surveys (health 3nd nutrition baseline survey, Health facility audit assessment, surveillance, intervention impact, case studies, etc.) in collaboration with the responsible stakeholders;
- Facilitate and participate quarterly based monitoring sessions in the implementation of Health and Nutrition Sector.
- Participate on the evaluation of project implementation and impact in collaboration with all responsible stakeholders.
- Ensure cross cutting issues like accountability, gender, inequality, HIV/AIDS, and DRR are mainstreamed in Health and Nutrition sector at planning, implementation and evaluation state in line with Concern Worldwide — Ethiopia guideline.
