Dan Church Aid (DCA) is a legally registered international NGO (Charities and Societies Agency Certificate # 1083) engaged in development and humanitarian assistance to poor rural people in Ethiopia in partnership with Ethiopian NGOs and civil society organizations.
DCA would like to employ self-motivated and competent professional to fill Senior Field Officer Position for its project entitled “Assistance for vulnerable South Sudanese refugee households with supplementary food through provision of Fresh Food in Terkiddi refugee camp in Gambella Regional State, Ethiopia
Purpose of the Job
The Senior Field Officer will be responsible for the coordination of assistance and services to be provided by the e-Voucher project at camp level. He/she will able to building effective partnerships with a diversity of stakeholders, ranging from refugees to humanitarian partners, traders, service providers, local communities, and government authorities. He/she fulfills this responsibility through the organization and management of the sector by focusing mainly in the area of camp and Market level coordination; of which he/she is hierarchical in-charge. He/she ensures that quality program delivery is reflected within the entire project cycle and that all field program implementation is undertaken efficiently and effectively,
Major duties and Responsibilities:
Management:
- Responsible for supervision and management of all camp/market level staff and activities in Tekiddi refugee camp,
- Ensure effective coordination of community mobilization, e-voucher distributions, Post distribution monitoring, Cooking demonstration sessions and Hygiene education interventions
- Effectively monitor and coach Market facilitators, Registration Officers, Incentive workers in camp
- Overall supervision and support of currently implemented e-voucher project in all the phases of project cycle at field level
- Coordinate vendors payment every two weeks with the Finance unit at the Regional Office
- Ensure that the organization’s financial, logistics, security and human resources policies and procedures are fully implemented in relation to all camp/Market staff
Project Implementation and Reporting:
- Ensure timely and high quality reporting is done by all project staffs under supervision on weekly basis
- Identify gaps in service provision to refugees related to the e-voucher project , proactively referring those gaps to the project coordinator or for additional support
- Coordinate in compiling weekly/monthly reports of complainants received from beneficiaries and other stakeholders
- Monitor and coordinate all activities of DCA in the camp , identify gaps, whilst ensuring that protection considerations are mainstreamed across the project
- Continually maintain refugee community participation mechanisms in the camp, ensuring that the voices of men, women, boys, girls and groups with specific needs are heard and represented
- Seek to ensure that the beneficiaries participate in decision making processes throughout the project life
- Oversee and ensure that e-voucher distributions are conducted in an accessible and accountable manner
- Report regularly/weekly on camp/Market activities to the e-voucher project
- Monitor intensively Post distribution Monitors, Cooking Demonstration Incentive workers in camp
- Maintain an open dialogue with the beneficiaries to promote transparency and Accountability
- Identify, document and disseminate best practices gain from e-voucher project
Representation:
- Actively participates in camp/cluster coordination meetings
- Maintain strong working relations refugee central committee and refugee zonal committee and meet with them frequently
- Maintain function relationships with ARRA,UNHCR, Goal and other IPs in the camp
Required qualification/skill
Essential skills:
- This position requires a combination of technical, analytical and communication skills combined with strong field level coordination skills.
- Proven 5 years and above of experience with programme management in Humanitarian emergency response in refugee operation context
- A university degree in Sociology, Social work, Economics or other relevant disciplines
- Strong analytical and conceptual skills in humanitarian programming, with experience in assessing emergency needs, market analysis, response analysis and program design,
- Excellent communication and organization skills, judgment and tact, and the ability to work both independently and as part of a team.
- Sound experience with team management, including development of team capacities, intercultural experience preferred
- Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization.
- Familiarity with humanitarian principles and the Code of conduct
- Excellent working knowledge of ARRA, UNHCR and other IPs
- Fluent English and Amharic, written and oral – Excellent report writing skills
- Excellent computer skills in MS Outlook, Word, Excel and PowerPoint
Desired skills:
- Considerable experience of planning and delivering cash transfer programs
- A minimum of five year experience in managing emergency projects at Camp level
- Prior Experiences working in Gamballa with South Sudanese refugees
- Knowing the local language would have an added advantage (Able to speak and write and speak Nuer language)
Terms of Employment:
- Until March 31, 2016 with possible extension depending on availability of fund
