The Transformation Triggering Facility is EU Funded pilot project to support Ethiopia in its
economic transformation through targeted interventions in selected manufacturing industry
sectors and institutions for five years /2013-2017/ based in FDRE Ministry of Industry. One of the
main intervention areas is a matching grant, which is QTIPS;Quality, Technology, Innovation and
Productivity Scheme, and administered by a General Manager at FDRE Ministry of Industry;
through the Annual Work Plan (Program Estimates-PE). Therefore, Ministry of Industry,
Transformation Triggering Facility project would like to recruit qualified applicants on the vacant
positions noted below.
General Duties:
Establishing and managing a robust monitoring, system with well-defined results, milestones and
targets for the implementation of the TTF Mol Component 1QTIPS programme. He; she is
responsible for establishing and guiding the overall monitoring in internal evaluation of related
activities within the project and via partners, plus providing timely and relevant information to
project team and stakeholders. This entails close communication with all involved in design and
coordination: core project and partner staff; representatives from the steering committee;
representatives from primary stakeholder groups; external experts and field staff when
appropriate, plus members of external M&E-related missions.
Reporting:
The post holder will report directly to the Project Imprest Administrator and Imprest Accounting
Officer.
Specific Duties:
Assist the QTIPS Manager and all those involved in project M&E activities.
• reviewing the project objective hierarchy and log frame matrix (activities, processes,
inputs, outputs, outcomes and impacts);
• determining information needs of project management, implementing partners and
primary stakeholders, the cooperating institutions;
• identifying and designing performance questions, key indicators and targets for each
project component and for each level of the objective hierarchy;
• agreeing how to record, report and analyse progress and designing the format of such
progress reports;
• reviewing existing financial, economic, social data for the project intervention areas/
groups to assess if it can provide good baseline data for impact evaluation, identifying
gaps to be filled;
• drawing up the TOR, designing and costing out a baseline survey and a needs assessment
survey (if required);
• designing the formats and procedures for operational monitoring;
• identifying the need and drawing up the TOR for specific evaluation studies,
• reviewing monitoring reports to assess interim impacts and identify causes of potential
bottlenecks in implementation;
• collaborating with other donor projects and implementing partners and primary
stakeholders to develop feasible and effective discussion events where M&E data are
analysed and corrective actions can be agreed upon;
• training on M&E and facilitating M&E design and implementation processes with
implementing partners and primary stakeholders;
• undertaking and facilitating others to implement the M&E plan, regularly revising and
updating performance questions, indicators, methods, formats and analytical processes.
Qualification and Experiences:
• Degree in relevant discipline
• At least two years of experience in: participatory assessment and monitoring, data
processing or analysis and computer experience, training, facilitation and communication
skills, and M&E design experience
• Ability to organise and train office staff. Good communication and reporting skills;
• Good computer knowledge in project management and Microsoft Office (especially MS
Office Suite; Word, Excel, Power Point)
• Excellent English language skills
Location:
• The Project Monitoring Expert will be based in the Ministry of Industry.
