ACDI/VOCA is a private, nonprofit international development organization, promoting economic opportunities for farmers, businesses and communities through technical assistance in its five core practice areas: agribusiness systems, enterprise development, financial systems, community development, and food security. In Ethiopia, ACDI/VOCA has implemented the USAID funded Cooperative Development Program (CDP) project since 2011, and the program is expected to end on September 30, 2016. The project provides high quality to cooperatives in the country where it focuses on the institutional strengthening and capacity building of cooperatives to increase members’ income, expand trade and investment opportunities, and improve the associated legal and regulatory environment. Currently, CDP Ethiopia works with five unions and 15 primary cooperatives.
ACDI/VOCA is currently recruiting a Program Manager for its Cooperative Development Program based in Addis Ababa with regular travel to the interior of the country.
Responsibilities:
o Responsible for the overall implementation of CDP Ethiopia; including work planning, organizing and coordinating program activities, including:
o Develop performance-based tracking of annual work plans to ensure that the project is achieving its targets;
o Ensure that all CDP activities are executed in accordance with the cooperative agreement; and
o Ensure that CDP activities are feasible, sustainable and cost effective with
maximum number of beneficiaries.
o Ensure compliance with marking and branding requirements of donor and ACDI/VOCA.
o Identify and develop opportunities to promote public awareness of the project, ACDI/VOCA and USAID as appropriate.
o Prepare project reports, including reports to the government of Ethiopia, semi-annual report to USAID, and others as requested.
o Develop and implement a Monitoring and Evaluation plan and oversee its activities.
o Regularly monitor progress of beneficiary organizations at field level.
o Manage operational budgeting and expenditures, and provide financial reports in accordance with established policies and procedures (including tracking expenses by region).
o Initiate and supervise local and volunteer expert technical assistance.
o Provide technical assistance in his/her area of specialization.
o Responsible for collaboration and learning under CDP; develop and execute a plan for collaboration and learning for the final year of the project.
o Liaison with all Cooperative Learning and Information Centers (CLICs); organize and facilitate quarterly CLIC meetings, provide support to CLICs in external communications and marketing.
o Organize and facilitate East Africa/Ethiopia learning event with CDP staff and ACDI/VOCA headquarters
o Organize a CDP close out event with stakeholders to share lessons learned and best practices from the project.
o Delegate and supervise tasks to other CDP staff to assist the Overseas Cooperative Development Council governance project by conducting research.
o Supervise and Participate in knowledge-capture events that include formal and informal staff and partner exchanges, staff-to-staff exchanges, and staff meetings.
o Supervise development of project communications and marketing media including websites, publications, public events and workshops, etc.
o Work with the Agricultural Growth Program-Agribusiness and Market Development (AGP-AMDe) and the Feed Enhancement for Ethiopian Development II (FEED II) Project cooperative staff to review training materials across all three projects and share/revise as appropriate.
o Look for opportunities to leverage and/or contribute resources to increase the impact, scale and sustainability of activities (including collaboration with the AGP-AMDe and the FEED II projects).
o Responsible for other senior level duties assigned by ACDI/VOCA headquarters.
Education and Experience:
· BA/BS degree in Cooperative Promotion, Adult Education, or related field with a minimum of five years of relevant work experience required; Advance degree and/or certificates in related field desirable.
· Minimum of 10 years experience in project management.
· A minimum of 8 years experience in coordination and implementing activities related to cooperatives.
· Marketing and or business management experience a plus.
· Non-Governmental Organization work experience in related field is advantageous.
· Strong analytical problem solving, excellent interpersonal skill, and solid computer skills
· Excellent interpersonal skills and a collaborative management style.
Other Knowledge, Skills, and Abilities:
· Proven skills in developing and conducting managing and providing training required.
· Experience in planning and implementing learning events, workshops, and other related events desirable.
· Strong verbal and writing skills in English required.
