I. JOB SUMMARY
Ø The Senior Program Manager for Artisanal and Small Mining (ASM) is responsible for all projects within the ASM portfolio as well as for marketing and positioning in an effort to grow the portfolio . S/he is under the direct supervision of the Country Director and is responsible for overall implementation of relevant projects and coordination of relevant Donors local NGOs and Government partners.
II. SPECIFIC FUNCTIONS AND RESPONSIBILITIES
Job Responsibility #1: Staff Management
Ø Direct line management responsibilities for staff working on ASM related projects Responsible for ensuring performance review systems are in place for lal staff within the portfolio
Job Responsibility #2: Project Management
Ø Responsible for the execution of ASM related projects in a timely and cost effective manner and ensure compliance with the terms and conditions of the agreement which Pact Ethiopia entered with different Donors.
Ø Ensure adherence to organisational policies, procedures and guidelines
Ø Prepare budgets in accordance to the schedules, formats, annual dates and deadlines as adopted in the general agreement and ensure timely cash flow, accurate financial reporting and that the project is delivered within approved budget.
Ø Conduct monthly finance meetings to assess progress and to agree on follow up action points related to financial management of projects
Ø Lead project close out activities as required
Job Responsibility #3: Grant Management
Ø Participates in the development of criteria for the selection of beneficiaries and ensures that the selection process made as per the pre set criteria.
Ø In collaboration with the grants unit, monitors the activities budget and financial activities of the local NGO partners with regards to the implementation of the project as per the agreed work plan and performance criteria.
Ø Provides advice and guidance to partners with regard to technical, human, commodity and financial matters and specific reporting requirements
Ø Conduct monthly review meetings to analyse grant realted progress and agree on action points for improvement
Job Responsibility #4: Monitoring, Evaluation and Learning
Ø In conjunction with MERL unit, participate in the development of performance monitoring plan (PMP) and M&E tools to ensure systematic monitoring, documentation and sharing of outcomes.
Ø Coordinate monitoring visits and ensure regular feedback is channelled to the appropriate stakeholders within Pact and external to Pact
Ensure that the regular reports have been submitted on the progress of the implementation.
Ø Ensure that there is an effective system of tracking and documentation of best practices, knowledge and information management and sharing.
Ø Work with CD , technical experts from Pact DC and local partners to develop marketing material for the ASM sector
Ø Support strategic planning exercises and new business development activities as they arise for the ASM portfolio
Job Responsibility # 4: Coordination
Ø Responsible for the overall coordination of project activities between components, the team members and local NGO partners to ensure effective execution.
Ø Lead and support in the organization of training programs, experiences sharing and review meetings.
Ø Participate in regularly scheduled meetings with project teams, participate in wider coordination meetings (as per the agreed organisational meeting schedule) and ensure dissemination of minutes to appropriate departments and or staff in AA and field offices
Ø Coordinate efforts of portfolio with USAID (SIPED II) and WB funded projects
Job Responsibility #5: Networking and Representation
Ø Serve as key liaison and technical support point for the Donors and relevant Ministries for the ASM portfolio
Ø Establish effective working relationship with government, , and other stakeholders
Ø Establish communication systems with partners to ensure an enabling environment for partnership
Ø Establish relationship with MOM, JSD-TF PC, and other relevant agencies for the smooth operation of the project.
Ø Reports to the JSDF-TF PC on activities and developments and ensure the preparation and submission of all deliverables.
Ø Represents Pact with SCIP Fund Managers
Ø Represents Pact with regards to the project(s) as required and when designated by his/her supervisor.
Job Responsibility #6: Other Functions
Performs any other related duties that may be assigned by the immediate supervisor.
III. PERSON SPECIFICATION
A/ EDUCATION/TRAINING
Ø First Degree or Masters in social development , or in related fields.
B/ EXPERIENCE
Ø At least 10/8 years of relevant experience:
Ø Experience in the area of project management, community development, , women’s empowerment .
C/ TECHNICAL SKILLS:
Ø Proven human management experience
Ø Experience in managing and administering projects
Ø Proven ability to work across departments and units for effective project management
Ø Ability to develop and maintain strong relationships with partners
Ø Good interpersonal communication skill and ability to effectively liaise with staff, government and other stakeholders
Ø Fluency in written and spoken English
Ø Demonstrated analytical and report writing skills
Ø Excellent written and oral communication
Ø Ability to perform and prioritize multiple tasks
Ø Experience of working in partnership with Government
Ø Experience of working with different Donors

IV. CONTACTS/KEY RELATIONSHIPS
Ø The incumbent is expected to establish and maintain open and cordial relationship with MOM and other stakeholders at all levels in order to obtain the required support and collaboration for the smooth coordination and implementation of Pact’s capacity building projects. S/he is also expected to work with SCIP Fund managers to finalize project implementation and capture learning for a follow on project.
Ø S/he is also required to work in collaboration with other departments and units of Pact, ensuring learning across and within the wider CO program.
V. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED
Ø This position is located in Addis Ababa, with frequent field travel.
