POSITION I
Introduction
Save the Children works in regions in Ethiopia with a current staff complement of approximately 1900 staff and current expenditure of approximately $120+ million each year.
Save the Children is recruiting for an experienced Health Technical Adviser to work as part of a senior leadership team responsible for the delivery of a flagship £35m Governance and Basic Service Delivery programme in the Somali Region of Ethiopia. The project brings together an experienced group of implementing organisations in the region to deliver a high quality, integrated programme, building the capacity of government counterparts and strengthening community level engagement with service delivery.
Job Purpose
The Health Technical Adviser provides leadership and management of all health aspects of the programme. He/She will work with each of the partner organizations involved in the project, and will be responsible for setting the strategic direction of the health component of the project, working to build the capacity of Somali Region Government Health Bureau and ensuring that a consistent approach to implementation is taken across the consortium through the development of detailed approaches and training material, providing advice on and monitoring of technical quality and ensuring completion of activities to a high quality standard within the project period. Experience in the particular context of health in pastoral communities as well as the health systems strengthening approach will be essential.
Key responsibilities include: health project implementation and management, in particular strengthening the capacity of government and community related governance and outreach health structures, as well as practical monitoring and evaluation, effective operational processes, and strong representation and coordination with partners.
This position works alongside Education, WASH and Governance Advisors, and the Head of MEAL and reports to the Deputy Project Director on day-to-day project management. The position is based in JigJiga Town, with some travel throughout the region for management, support, monitoring and evaluation of program activities.
Key Accountabilities
Technical oversightAdvise consortium partners on all technical aspects of health project implementation, ensuring a consistent and effective approach to achieving project impact.
Work with the Somali Region Government Health Bureau to build their capacity and ownership of health service delivery through a health system strengthening approach.Develop materials and organize technical training for project staff as required to enable them to implement the project strategy and activities effectively.Ensure that effective engagement is maintained with communities and with local government partners, to ensure responsive and sustainable programming
Project monitoring
Oversee the health components of the project in the Somali region, with a focus on keeping activities on track for completion.Lead the coordination of activities with other sector leads as required ensuring that an integrated approach is achieved.Develop detailed activity and budget plans for the project, and monitor progress against plans ensuring that objectives and indicators are achieved. Prepare monthly field reports incorporating activity and financial progress for project work across the Somali region.
Coordination & representation
Lead regular project meetings with the health focal points across consortium members to ensure:The collective analysis and interpretation of health information; Discussion of health related issues and establishment of coordination mechanisms to address these;Exchange of health expertise and experience between the consortium partnersSharing initiatives for health capacity building at consortium member organization and local partner agencies, focusing on consortium approaches and methodologies; andCoordination of evaluations (primarily baseline, midle and end-line)Build links with health stakeholders to share knowledge, experience and ideas.Represent the project to local communities, government departments, international agencies, local partners and donors as required.Attend relevant meetings as required. Work alongside the Regional Health Bureau in the Somali region to build their capacity throughout the life of the project.Operations (HR, Logistics and Finance) Identify training needs and ensure that members of the project team receive appropriate training (including mentoring, on-the-job sessions as well as formal training).Ensure that high priority purchases are monitored and prioritized by the logistics teamEnsure that tenders are prepared in accordance with the projects logistics requirementsMonitor and ensure spending against plan, and analyze monthly financial reports
