MSH is seeking candidates for a potential USAID-funded integrated reproductive, maternal, newborn and child health project in Ethiopia. The project will increase the utilization of quality health services particularly at the Primary Health Care (PHC) level by improving availability, accessibility of and demand for quality health services, strengthening the decentralized health system and enhancing the management capacity at woreda and Primary Health Care Unit (PHCU) levels in Ethiopia’s Developing Regional States.
Note: This position is subject to project award and funding.
Specific Responsibilities
• Develop the M&E plan and system to track achievement of benchmarks and life-of-project results.
• Assist in the development of key outcome indicators measurable during the life of project.
• Coordinate and collaborate with partners to ensure successful implementation of HMIS.
• Identify appropriate research questions and manage the implementation of all embedded research.
• Disseminate findings and apply to new learning programs.
• Supervise data collection efforts.
• Provide training for national and sub-national levels HMIS staff to improve data collection, analysis and presentation/interpretation and use data to measure quality and accountability. Provide support for data quality assurance at sub-national level (counter verification) to improve data quality and service quality; and provide support on data quality issues that relates to supervision, to be embedded in supportive supervision tool.
• Participate in the leadership of the project.
Qualifications
• Firm command of M&E and research issues related to strengthening management, health and service delivery systems, as well as coverage, quality and utilization of public health services.
• Master’s Degree in Statistics, Demography, Epidemiology, Biostatistics, Health Informatics or a health related field is preferred. In lieu of a Master’s Degree, candidate must have a Bachelor’s degree and at least substantial (5-8 years) progressively responsible experience.
• S/he must have demonstrated analytical skills and experiences in utilization of data for problem identification, problem solving and decision making.
• S/he must have demonstrated ability to undertake and supervise operations research and disseminating findings, including application of learning into programs.
• Demonstrated experience with data collection strategies, methods and challenges amongst mobile populations
• Strong writing and presentation skills in English for reporting on program and study results are essential.
• Willingness to travel up to 20% time.
