HR & Procurement Officer Job in Ethiopia by KNCV Tuberculosis Foundation - 2015

Challenge TB is USAID’s fourth five year mechanism contributing to the global targets of TB control and the follow on project of TB CARE I. In Ethiopia KNCV Tuberculosis Foundation is the lead partner for Challenge TB. In Ethiopia Management Sciences for Health (MSH) and the World Health Organization (WHO) are collaborating partners in the coalition. Challenge TB will operate from a central office in Addis Ababa and two regional offices, one in Tigray and one in SNNPR.

KNCV Tuberculosis Foundation is recruiting the following positions for the Challenge TB program in Ethiopia.

Position: HR & Procurement Officer 
Duty station: Addis Ababa


Purpose of the job
The HR& Procurement officer is responsible for an efficient, correct and up-to-date HR and Procurement administration.


Main responsibilities
•    Collects and handles information on all staff changes resulting from staff recruitment, through flow and out flow, and ensures that this is done accurately, efficiently and on time
•    Frequently liaises with the Finance officers on matters relating to staff records, payroll records and leave 
•    Archives all HR related documents in relevant files 
•    Maintains staff records and keeps the staff information system up-to-date
•    Checks and validates HR–related invoices
•    Delivers input for administrative staff regulations in HRM manual
•    Is responsible for accurate sickness absence records 
•    Is responsible for accurate leave calculation and provides reports on request
•    Monitors the overall procurement cycle of KNCV Ethiopia 
•    Processes and purchases requisitions/orders within purchasing authority
•    Invites, assesses, and recommends suppliers tenders, bids, quotations, and proposals 
•    Establishes and negotiates contract terms and conditions, and maintains supplier relationships
•    Prepares and maintains purchasing records, reports and price lists with internal and external stakeholders to determine procurement needs, quality, and delivery requirements
•    Administers contract performance, including delivery, receipt, warranty, damages and insurances
