Emergency Health consultants (Zonal Consultant to support Emergency Health response in drought affected Woredas including control of outbreaks) SNNPR region


Job Description


LonAdd HR Consultancy Plc (www.lonadd.com), Recruitment & Outsourcing Company will be working on behalf of a client in the recruitment process of suitable & knowledgeable candidate, as per our clients specific requirements stated below:


Position: Zonal Consultant to support Emergency Health response in drought affected Woredas including control of outbreaks


Number required:2 (two) to be based in SNNPR
Job Summary
To provide technical assistance to assess, plan, coordinate, implement, and monitor the overall health emergency response activities including immediate control of outbreaks and risk management operations.


Specific Tasks
The major tasks will be the following:
1. Coordinate and monitor emergency Health interventions especially control of outbreaks with focus on the most vulnerable groups and the children (assessment, prioritization, programme design, capacity building , prepositioning of emergency supplies, immunization, monitoring and supporting implementing partners, reporting)
2. Working in collaboration with Regional/zonal and Woreda Authorities, NGOs and other partners, strengthen Health Cluster group / Emergency Task Force in priority one Woreda, focusing on Emergency Health interventions in hard to reach areas.
3. Participate in other relevant emergency coordination meetings relating to Health Emergencies.
4. Work in close collaboration with the Health and Nutrition team and other sectors (WASH etc), implementing partners focusing on disease prevention and control and health promotion activities and directly involved in pre-positioning of health supplies and provision primary health care services especially through mobile health and nutrition teams.
5. Provide regular and detailed updates on the current health situation, status of cluster activities, and the status of supported interventions.
6. Provide additional technical support to Woreda Health offices and NGOs as requested especially in capacity building, compiling weekly progress updates and convening of coordination meetings as required.
7. Provide technical inputs in a timely and efficient manner on emergency supply related items. Follow up closely on their utilization and report.
8. Lead the development of appropriate Health interventions, outbreak control and response with contingency plans and support immediate actions relating to the plans
Expected Deliverables
• Any emergency assessment reports
• Brief, concise Weekly progress reports (including summary of progress made against activities set out in work plan, identification of key challenges, bottlenecks, and recommended actions to be taken).
• Minutes of coordination as they happen
• Updated supply Monitoring Report ( current inventories, utilized, supplies requirement or gaps) at RHB, priority zones and woredas
• Regularly updated health data base, outbreak tracking tool and trends.
• Inputs and drafts of donor reports ( complete and timely)


Reporting
• The consultant will report and the report will be shared at weekly basis. If needed and appropriate, daily progress of information sharing will be required.
• The consultant will prepare and submit a comprehensive trip report detailing the following activities:
 Dates and place of travel
 Major development, critical gaps, actions taken and recommendations
 May also report any human interest story/ies from communities or service providers for formal documentation


Expected Background and Minimum Experience
The technical assistant must meet the following criteria:


Education level: Advance University degree (MPH) or higher in Health related field with public health back ground.


• Experience in program/project management, monitoring and evaluation, preferably experience in the area of emergency health intervention.
• Good back ground on Disaster Risk Management/Reduction (DRR) and resilience building operations.
• Skills in report writing, data compilation and analysis using computer data base.
• Being computer literate is strongly needed (Microsoft office application)
• Being Knowledgeable about the region, zones and districts is of great asset
• Have the ability to speak and read English. Speaking the local language of the area assignment is an advantage.
• Should have experience conducting assessment/Surveys.
• Have the following characteristics verified by a recommendation by the agency releasing this to do the monitoring activity
– Be committed to the work and honest
– Willing to work in different areas – including walking long distance when local transport is not available
– Ability to work well under pressure
– Self-starter, independent and only minimum supervision is required
General Conditions:
A. The consultant should work based in capacity of the above 4 regions with frequent field visits to woredas and facilities as required;
B. Based on consultation between Health Section chief and relevant chief of field office and on the needs and circumstances on the ground, the consultant is willing to be relocated anytime to a region requiring more technical support.
C. The consultant will be managed under the direct formal supervision of the Field level health officer with the support of the health specialist.
D. The consultant will use rented car supplied by HR firm based on most cost effective basis. For location with air travel, this will be organized by the HR firm with local allowance for city transport.
E. HR firm will affect monthly allowance/payment upon delivery of monthly expected deliverables report approved by the direct supervisor concerned on monthly basis.
F. The consultant will not be provided lodging and/or meals. DSA will be provided.
G. The consultant should provide his/her own materials, i.e. computer.


PS. Experience in the SNNPR region is advantageous
