The Mitchell Group is seeking a Chief of Party (DCOP) for the five year USAID/Ethiopia-funded TRANSFORM Monitoring, Evaluation, Learning and Adapting (MELA) Project. The goal of TRANSFORM/MELA is to provide and synthesize high-quality monitoring and evaluation data for USAID/Ethiopia, with the purpose of guiding the USG and GoE in adaptive learning and management of its reproductive, maternal, newborn and child health (RMNCH) portfolio. MELA will be implemented in parallel with the TRANSFORM activities in Water, Sanitation and Hygiene (WASH), Primary Health Care Unit (PHCU), Developing Regional States (DRS), and the Strengthening Ethiopia’s Urban Health Extension Program (SEUHP).
Additional MELA activities will include but are not limited to: external performance evaluation of select interventions, high-level monitoring of broader EPCMD result areas, geospatial analyses, and learning forums. Utilizing and strengthening M&E capacity of local Ethiopian systems will also be a major component of TRANSFORM/MELA. It is anticipated that learning generated from this contract will provide strategic information for programmatic decision-making throughout the life of TRANSFORM, and help determine necessary realignments of resources for greatest public health impact.
We are seeking someone who will work full-time over a 5 year period based in Addis Ababa, Ethiopia.
Primary Responsibilities
- Provide technical direction and oversight to a team of M&E and health specialists
- Serve as the primary point of contact with the USAID COR
- Coordinate and liaise with other stakeholders including TRANSFORM implementing partners, the Government of Ethiopia (national, regional and local levels) and USAID
- Oversee and assure compliance with contractual, USG and Ethiopian regulatory requirements; provide guidance and oversight to finance, administrative and operations staff
- Assure the quality and timeliness of deliverables
- Lead and/or support certain monitoring, evaluation and learning activities
Required Education
- Masters degree in public health, international development, statistics or other related field
Required Experience
- At least 12 years of experience in designing, implementing and overseeing performance and impact evaluations and assessments of donor funded programs, particularly in the global health sector
- At least 5 years of experience working in Ethiopia
At least 5 years of supervisory experience over technical and administrative staff
Demonstrated knowledge and experience in RMNCH and/or WASH
Experience in implementing learning activities and knowledge sharing and dissemination
Knowledge and familiarity of USG and USAID regulations and policies; familiarity with USAID Evaluation Policy
Demonstrated ability to manage complex activities
Strong interpersonal skills and the ability to manage relationships with key high level stakeholders and partners
Strong written and verbal communications skills; fluency in English
