EDC is seeking to hire a Consultant to act as an interim Youth Livelihoods and Self-Employment Specialist. The individual will have experience in the field of youth and workforce development in Ethiopia. S/he will participate in activities performed by EDC as a sub-awardee of a donor-funded initiative aimed at livelihood generation for peri-urban, rural agricultural and pastoral youth in Ethiopia. The activity has a primary emphasis on work readiness preparedness and training for self-employment as well as work‐based learning for youth finding employment post-EDC training.


He/she will be working in contributing to EDC’s role is technical assistance role and support to youth in Ethiopia for the delivery of the EDC Work Ready Now! (WRN) curriculum and its graduates, providing technical support of and specializing in the Be Your Own Boss (BYOB) adaptation and providing support to the Work Based Learning as requested. EDC provides technical support and capacity building to the national POTENTIAL Team based in Addis Ababa at Save the Children Ethiopia as well as Regional Partners in the various regions of Ethiopia who are responsible for direct implementation and delivery of services.


EDC has been working to provide short term literacy and numeracy programming to targeted youth by linking writing, reading and numeracy skills to livelihood and skills training in 6 regions (Tigray, Oromia, Amhara, Southern Nations and Nationalities People’s Region [SNNP], Afar and Somali). To target and benefit unemployed and underemployed youth, EDC’s work is aligned with the Government of Ethiopia’s (GOE) National Youth Policy (2004) to reduce poverty and spur economic growth for this cohort by creating a competent, motivated, adaptable and innovative workforce.


ESSENTIAL FUNCTIONS:
The Youth Livelihoods and Self-Employment Specialist will work closely with and maintain close communication relationships with other technical team members including international technical specialists and local consultants who provide technical oversight of the roll out and implementation of project strategies including work readiness, literacy assessment and work-based learning. This position is located in Addis Ababa with frequent travel to project operational sites in the Regions of Ethiopia. The consultant reports directly to the Program Manager and works in close collaboration with the International Technical Advisor providing overall leadership to the livelihoods component. The consultant will work and directly support Save the Children and regional partners in the implementation of the technical strategies.


As the Youth Livelihoods and Self-Employment Specialist, your responsibilities include [but are not limited to]:



  • Provide support to the EDC Technical Team for design and implementation of a livelihoods and business development capacity building program for the POTENTIAL Project in Ethiopia;




  • Provide support to the POTENTIAL Livelihoods Team, both at national as well as Regional Partner level;




  • Provide input into the design or adaptation of relevant curriculum material and methodologies for use by Regional Partners as they support graduates of the project’s work readiness training who want to improve how they earn a living in their own community (livelihoods) or grow their own small businesses (business development) – EDC has international curriculum for this purpose;




  • Train Regional Partner members on How to Train and Support and Coach youth in livelihoods and business development;




  • Design training sessions, regular coaching and/or propose other capacity building strategies accordingly;




  • Support Regional Partner members as they Train and Support and Coach youth in livelihoods and business development;




  • Support and guide Regional Partners (NGOs in the different target regions) in where to find additional resources and support for the work readiness training and self-employment graduates;




  • Build positive relationships with the donor, regional, and business community and public sector entities that are willing to engage with work readiness training graduates;




  • Identify other agencies locally that could partner with or provide support to the POTENTIAL project;




  • Monitor, observe, provide quality inputs and observations, report and communicate on progress at national and regional level;




  • Work collaboratively with the EDC and POTENTIAL Teams to document and respond to Learning Agenda issues;




  • Perform any other duties as designated by the supervisor;




  • Adherence to EDC policies & procedures.



Support partner organizations:
The project implements its activities through regional partner NGOs. EDC will be involved in providing institutional and human resource capacity development to project partners. Responsibilities in this regard will include:


  • Design and delivery / facilitation of training workshops to regional partners

  • Establish quality standards and processes to conduct quality monitoring and improvement

  • Development of technical resource and guiding documents

  • Support adaptation and translation of key technical materials

  • Provide ongoing technical support to project partners

  • Document and communicate project results, challenges, risks and opportunities

Other responsibilities:



  • As instructed by EDC Program Manager and Technical Manager, participate in partner coordination meetings and other activities or events related to youth livelihoods and business development




  • Facilitate arrangements for organizing meetings, trainings and workshops related to youth livelihoods and business development




  • Participate in internal administrative and operational meetings as required.



EXPERIENCE AND QUALIFICATIONS:



  • A bachelor’s degree or higher in training, adult education, microfinance, urban and rural development, economics, agricultural economics, development studies, business administration or other relevant field;




  • Minimum of 5 years of work experience in a similar capacity with international donor-assisted programs working in livelihoods/employment programming with a focus on youth; individuals with management experience are strongly encouraged to apply;




  • Experience in working directly with and training youth and/or business/career development related training topics e.g. food security, livelihoods support, agri-business or youth and livelihoods- related fields;




  • Relevant and proven experience in coaching and supporting the development of successful small and micro-enterprises;




  • Relevant experience in designing and developing livelihoods and business development curriculum, and hands on methodologies;




  • Ability to work in a team;




  • Ability to train, coach and mentor partners;




  • Ability to verbally communicate in an engaging manner and write clearly and concisely;




  • Experience as an engaging and effective trainer;




  • Proactive and creative, get-the-job-done spirit;




  • Ability to work hands-on, independently, and within team under pressure and in difficult work environment;




  • Excellent written English and ability to write reports;




  • Conversant with technology tools (internet, Microsoft office and other office tools);




  • Has own laptop that is sufficient to complete appropriate work;




  • Willingness to travel frequently to regions of Ethiopia covered by the project.



IMPORTANT CONSIDERATIONS:



  • This is a full-­‐time consultancy position starting immediately until the end of April 2016 with a possibility for longer-­‐term engagement during 2016;




  • The consultant must have his/her own tax identification number and is obliged to pay any and all tax, applicable to Ethiopian law;




  • Daily rate will be based on salary / consultancy rate history;




  • This is a local consultancy position and is open to Ethiopian citizens and non-­‐citizens with valid work authorization;



Payment for consultancy fees will be made from the US and transferred to the consultant’s Ethiopian bank account.
