PURPOSE OF THE POST
Under the supervision of UNICEF Chief of Afar Field Office, the Child Protection Consultant- ECM and FGM/C provides technical support to the implementing partners of ECM and FGM/C programs in Afar region
MAJOR DUTIES AND RESPONSIBILITIES OF THIS POST INCLUDE:
- Support Afar BOWCA, BOJ and civil society partners in developing Annual work plan (AWP) with micro-plans to be supported by UNICEF, including new funds from Luxemburg on FGM abandonment, Dutch funds for Ending Child marriage projects and the UNFPA-UNICEF Joint program on FGM/C
- Support the program implementation process though providing technical guidance in defining TORs to hire resource persons, content development of different sessions and materials
- Support IPs in quality checking through participation in different sessions and providing outright feedback and guidance
- Facilitate and support the conducting of regular meetings by Joint program IPs as well as the broader coordination mechanism at regional and district level Provide technical support to the planning and undertaking of regular field level program monitoring by IPs
- Conduct monitoring/ supportive supervision field visits to follow up timely and quality implementation of ECM and FGM/C interventions.
- Follow up implementation of ECM and activities and facilitate timely fund requisition and liquidation of the DCTs to ensure that activities are implemented and reported on timely manner
- Facilitate section and donor mission visits to the region for child protection related program interventions.
EXPECTED DELIVERABLES
Tasks: Annual work plans; Deliverables: Support the development of 2009 AWPs on ECM and FGM/C with micro-plan. By when:March (UNFPA and UNICEF Joint program on FGM/C) and June 2016
Tasks: Implementation Support; Deliverables: Support clear Implementation framework for FGM/C and child marriage program to guide the regular implementation and support the program implementation at office and field level. Support in defning TOR for hiring resource persons, providing input to session contents/agenda and materials developed with financial support from UNICEF.By when: April 2016 and onwards
Tasks: Budget Management, Deliverables: Follow-up and support the timelysubmission of budget transfer request and liquidationBy when: May, Sept, Nov, Feb
Tasks: Reporting; Deliverables: Travel and workplan to be submitted 5 days before the 1st day of the month and Submit Progress report to the chief of field office Support the IPs to develop and in place monitoring tool for the program; By when: Monthly
Tasks: Field Monitoring visits; Deliverables: At least five monitoring visits to the field to assist implementation of ECM and FGM/C AWPs. Provide feedbcak to the Monitoring checklists and reports of IPs.Follow-up and support the convening of review meetings.By when: Monthly April, July, October, (2016) January (2017)
Tasks: Completion of the assignment; Deliverables: Submission of the final report for the assignment period, By when: Febrary 2017
Education requirements: A university degree in social science or related field.
Work Experience: At least 3 years of relevant professional work experience in programme development and implementation including HTPs and other Child Protection activities including field work experience and background/familiarity to emergency.
Language Proficiency: Fluency in English and knowledge of the working language of the duty station is an asset.
Nationality: Candidates should be NATIONALS of Ethiopia.
