Job Description


The Last Ten Kilometers Project – L10K 2020 is implemented by JSI Research & Training Institute, Inc. in Ethiopia. With the grant it receives from the Bill and Melinda Gates Foundation, USAID and UNICEF, LIOK works in 200 woredas in Amhara, Tigray, SNNP and Oromiya regions to ensure optimum coverage of high impact reproductive, maternal, newborn, and child health (RMNCH) interventions and contribute towards reducing Ethiopia’s post Millennium Development Goal – maternal, newborn and child mortality targets. Thus, the Project aims to improve key household and community practices and increase the coverage, quality, and equity of RMNCH care.

L10K -2020 Project would like to recruit qualified and competent professionals for the following positions:


Job Title 1: Program Officer for Community Based Data for Decision Making (CBDDM)

Overall Responsibilities;


The Program Officer is expected to provide regular technical support to Zonal Health Department (ZHD), Woreda Health Office (WorHo), Primary Health Care Units (PHCUs), Health Posts and community level interventions. The Program Officer will ensure that the Project achieves its objectives towards increasing demand, access and utilization of quality and equitable reproductive, maternal, newborn, and child health (RMNCH) services at scale through active engagement of families and communities. S/He is expected to support the efforts of institutionalising and sustaining the CBDDM approaches and other community strategies for improved RMNCH out comes.


Specific Responsibilities;



  • Closely with work and support the district health system, specifically WorHOs, PHCUs (health centers and health posts) and kebeles in implementing the health extension program and community strategies.

  • Work with the PHCU to support Health Extension Workers (HEWs) in their effort to establish and maintain effective network of Women Development Teams (WDT5) as per the guideline developed by the Ethiopian Government.

  • Work closely with the PHCU staff to strengthen skills of HEWs through supportive supervision and on job mentoring.

  • Work closely with ZHDs, WorHOs, and PHCUs to streamline and institutionalize Community Based Data for Decision Making (CBDDM) strategy and tools.

  • Closely work with other L10K technical teams and ensure that CBDDM activities feed into supporting other LIOK interventions.

  • Produce reports regularly and communicate with Regional L10K offices and respective district health offices.

  • Provide support to enhance functionality of the PHCU as per the national PHCU guides.

  • Ensure organization of regular review meeting and refresher trainings for HEWs and health professionals at health center level and WorHOs as scheduled.

  • Assist in planning and facilitating learning and experience .sharing visits at different levels.

  • Support the implementation of other L10K 2020 initiatives (demand generation, quality improvement, mobile solutions, and community family planning).

  • Support the L10K 2020 monitoring, evaluation, and research activities (MIS, surveys and other learning) and its dissemination efforts.

  • Represent L10K in zonal and woreda level RMNCH meetings and working groups.

  • Implement other project related activities as deemed necessary.

Educational Requirement

Bachelor of Science Degree in Public Health, or Nursing (preferably Master’s Degree in Public Health) with five years professional service in primary care setting and public health.


Specific skills and experience;



  • Strong knowledge and experience in the health extension program and the primary health care system.

  • Experience in IRT training and implementation of support to PHCUs.

  • Experience in social behavior change communications is an asset.

  • Experience in establishing working relations with the health system at district levels.

  • Good communication and negotiation skills.

  • Ability and willingness to travel to the field for more than 50% of the time.

  • Computer skill in Microsoft Offices.

  • License in motor bicycle driving and skill is an asset.

Job Title 2: Program Officer for Participatory Community (PC) Solution

GENERAL DESCRIPTION


Under the leadership of the L10K Regional Manager, the Program Officer will lead the implementation of the Quality Improvement component of L10K 2020 Project referred to as “Participatory Community (PC) Solution”. To this end, the Program Officer will provide focused technical support to the regional health bureau and its subsidiary zonal and woreda health offices, primary health care units including (primary hospitals, health centers, and health post) in quality improvement. S/he will be responsible to develop a work plan and ensure that the plan is implemented efficiently and effectively to achieve the agreed upon goals and objectives of the Project. The position holder will be placed in the L10K Regional Office, report to the respective regional manager and work closely with L10K regional and central office technical team.


RESPONSIBILITIES



  • Provide technical support particularly in collaborative quality improvement for maternal and newborn health and targeted capacity building to regional health bureau, zonal, woreda health offices, and primary health care units. In addition, work with other partners which working .on quality, as required.

  • Using the detailed implementation plan as a guide, lead the implementation of the PC Solution activities in the respective regions.

  • Though close follow-up and monitoring, identify and document what works and what does not work and provide actionable solutions for identified gaps.

  • Work closely with the regional and central office teams in general and senior QI/PC Solution Program Officer in particular to support the use of high impact, evidenced- based interventions and to benefit from best practices.

  • Assist in identifying, documenting, disseminating best practices of the implementation of activities.

  • Contribute in the development of annual and quarterly work plans as well as in monitoring and evaluation activities.

  • Contribute in the documentation and compilation of annual and quarterly reports as well as in the interim status updates.

  • Maintain successful relationships with regional partners and stakeholders.

  • Travel at least 50% of the time to oversee and provide support to project activities.

  • Represent L10K in regional and national forums as deemed necessary.

  • Carry out other duties as assigned.

QUALIFICATIONS


  • Master’s Degree in Public Health with clinical background in either nursing, midwifery and health officer.

  • Experience of clinical practice in public health facilities.

  • Specific experience in quality, improvement.

  • Experience in implementing the Health Extension Program.

  • Minimum of five years progressive experience in providing technical support in MNCH starting from regional level down to grassroots community.

  • Experience of interacting with stakeholders including government officials and development partners.

  • Good organizational, planning and problem solving skills.

  • Good presentation and reporting skills, advanced computer skills especially in MS Word, Excel and Power Point.

  • Fluency in English, Amharic and working language of the respective regions for which application is submitted.

  • Experience working in local or international NGO is desirable.
