CONSULTANCY SERVICE FOR QUALITATIVE DATA COLLECTION


BACKGROUND

The Household Economic Strengthening Activity Project is a USAID-funded project awarded to FHI 360 with the goal to improve the effectiveness of economic strengthening (ES) approaches to prevent and mitigate the impact of HIV/AIDS on economically vulnerable households in Ethiopia.


HESA aims to generate evidence and build the ES capacity of stakeholders in Ethiopia – especially government, USAID implementing partners, other NGOs, the private sector, civil society, communities, households and individuals – to reach orphans and vulnerable children (OVC), people living with HIV (PLHIV) and most-at risk populations (MARPs) in order to prevent and mitigate the impact of HIV/AIDS. HESA operates in four regions (Amhara, Oromia, SNNP Regional State and Tigray), as well as in the administrative cities of Addis Ababa and Dire Dawa. FHI 360 implements HESA in collaboration with the HIV/AIDS Prevention and Control Office (HAPCO); the Ministry of Labor and Social Affairs (MoLSA); the Ministry of Women, Children and Youth Affairs (MoWCYA; the Federal Micro and Small-Scale Enterprises Development Agency (FMSEDA); and several international, national and local NGOs.


HESA aims to contribute to a deeper understanding and expansion of the evidence base for effective ES programing leading to better HIV-related outcomes. To meet this overarching objective, HESA will conduct qualitative research in September – November 2015 to collect and analyze data on the outcomes of ES interventions in Ethiopia, specifically to understand whether and how they might contribute to HIV risk reduction behaviors among OVC and PLHIV, as well as whether and how they incentivize adherence to treatment and care regimes among PLHIV. This effort requires conducting in-depth interviews with program beneficiaries enrolled in and benefiting from ES interventions, especially those improving access to savings and credit through savings groups (SGs). The study will be carried out in four regions of Ethiopia: Addis Ababa Administrative City, Amhara, Oromia and SNNP Regional State.


FHI 360 seeks six fieldworkers to support all data collection aspects of the qualitative research. The Qualitative Data Collectors will work under the direct supervision of the Qualitative Research Principal Investigator (PI), and collaborate with the research team leader, HESA team, key Implementing Partners (IPs), and the Government of Ethiopia (GoE) to meet the objectives of the qualitative research component.


SCOPE OF WORK


The assignment includes the following tasks:


Participate in the qualitative study tool orientation and operating procedures training (three days training);Participate in the pilot test and review of the tool as guided by FHI 360 (two days pre-testing and reviewing);Multi-day trips, including overnight stays, to collect data;Conduct in-depth interviews (IDIs) as scheduled by FHI 360 team leader;Transcribe IDIs verbatim and conduct translation into English (as necessary) the same day interviews are conducted and submit all data collection reports and transcripts regularly to FHI 360; Able to use equipment such as audio recorders and take detailed interview notes as a back-up;Attend daily debriefs with FHI 360 staff to review transcripts and discuss potential improvements for field implementation; Return to households as needed for follow-up if the interviews are deemed incomplete by the PI.Safeguard the confidentiality of responses, conducting each interview in a location where the respondents feel comfortable offering candid responses; Abide by Institutional Review Board (IRB) guidelines for human subjects research; Carry out all reasonable steps—such as using household ID #s provided by FHI 360 on all documents instead of names, implementing computer passwords, and transferring files through secure means—to ensure confidentiality of personally-identifiable information. Attend follow up meetings/ be available to discuss transcripts once field work is done. Be responsible for audio recorders and other equipment until they are returned to FHI 360.Maintain and distribute tokens of appreciation to people participating in IDIs and maintain and submit appropriate record keeping to field supervisor.Reports to the field supervisor challenges faced and how handled and provide inputs for field report.



Required Qualification and Experience


Completion of second degree (MA) in the areas of social sciences, such as sociology, social work, social psychology, development studies, anthropology, and project management and economics.Demonstrated capacity to work closely, collaboratively and productively within a research team and with stakeholders.Research experience in one or more of the following areas: economic strengthening, HIV/AIDS prevention, treatment, and care; and OVC support.Knowledge of qualitative research methodologies, including the conduct of ethical research;Experience collecting data on at least three qualitative research projects. Availability to travel to and stay multiple nights away from home for fieldwork.
